Director - Project Development - Water/Wastewater
Join Haskell's Planning & Development Team. We focus on innovation and growth, providing resources to help you develop and excel in delivering planning, evaluation, design, permit, and construction support services for water and wastewater projects across municipal and industrial clients. You will provide project engineering and management for projects in the municipal water and wastewater sector, leveraging consulting expertise to manage and execute work.
Responsibilities
Sales
Assemble and lead proposal response teams; develop proposal strategy and budget; manage RFQ/RFP responses and proposal preparation
Write, review, and edit proposal content
Review/edit design, scope, drawings, specifications, cost estimates, and schedules
Establish prices and fees
Lead proposal presentations and client follow-up
Negotiate contract terms with clients
Delivery
Direct preparation of conceptual estimates and periodic revisions
Develop procurement and delivery strategy and schedules; authorize advance procurement of long-lead items with client authorization as needed
Lead design kick-off meetings; direct overall project design and permitting activities; ensure conceptual estimates guide design
Lead client design review meetings; review drawings and specifications prior to issuances
Establish construction strategy; approve project management organization and key assignments
Orient Construction Project Manager to objectives, strategies, and client relationships
Direct preparation and approval of all schedules (design, master, construction, periodic revisions)
Direct preparation and approval of detailed cost estimates; resolve discrepancies between conceptual and detailed estimates
Participate in construction kick-off; monitor status, budget, and schedule with Construction Project Manager; participate in client changes and negotiations as needed
Approve initial billing Schedule of Values and review Cost Reports
Visit project sites and solicit client feedback
Post Delivery
Lead team feedback and lessons learned sessions
Develop post-completion client follow-up strategy and pursue repeat business opportunities
Qualifications
B.S. degree in a related engineering field (Civil, Environmental, etc.)
Minimum of 15 years of experience in municipal water and wastewater engineering and consulting
Professional Engineer (PE) license preferred
Strong project management and leadership skills
Successful marketing, proposal writing, proposal management, and public presentation experience a plus
Strong written and verbal communication skills with demonstrated ability to conduct effective presentations and write reports
