Engineering Program Administrator

oversees the Engineering Division within the Department of Land and Natural Resources. This position holds full administrative responsibility, provides strategic leadership, and ensures operational excellence, and performs other duties as assigned. The Engineering Program Administrator oversees the division's programs and functions by providing strategic leadership, developing goals and policies, and determining program priorities. They manage financial operations, including budgeting and legislative engagement, and oversee personnel management, including staffing, training, and performance evaluations. Responsibilities:

Handle legislative affairs, such as preparing testimonies and recommendations, and testifying before committees when necessary. Serve as an advisor to the Chairperson and Board of Land and Natural Resources on division-related matters. Qualifications:

Comprehensive knowledge of departmental policies and long-term objectives, top-level technical expertise, and strong leadership skills to independently manage complex engineering programs and make impactful decisions. Providing expert advice on critical engineering matters, acting with authority on current and proposed programs, and ensuring alignment with organizational goals. Maintaining cooperative relationships with stakeholders and fostering collaboration across teams is essential. To qualify, you must meet all of the following requirements: Requirements:

Legal Authorization to Work Requirement: The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States. Professional License Requirement: All applicants MUST POSSESS a valid State of Hawaii Professional Engineer license AT THE TIME OF APPLICATION. Basic Education Requirement: All applicants must meet one of the requirements specified in A, B or C below:

A. Graduation from a school of engineering in an accredited college or university; B. Administrative, professional or technical experience involving the application and knowledge of the fundamental physical and mathematical sciences underlying professional engineering; C. A combination of college training in engineering and experience mentioned in B above substantively equivalent to completion of a college training leading to a bachelor’s degree in engineering.

Engineering Experience Requirement: Four (4) years of progressively responsible professional engineering which requires the knowledge and application of the basic physical and mathematical sciences and the engineering sciences to the solution of theoretical or practical engineering problems. Supervisory or Staff Advisory Experience Requirement: Two (2) years of supervisory or staff advisory experience. Administrative Experience Requirement: One (1) year of professional engineering experience which included the planning, organizing, staffing, policy formulation and implementation of same, and directing, a program providing staff services and/or assistance. License Requirement: All applicants must possess a valid license, type 3 or higher, to drive in the State of Hawaii.
