The Department seeks a strategic and equity-driven leader to serve as the Veterans Initiatives & Policy Manager on the Veterans Initiatives Team. This position leads king County’s veteran-serving strategies, ensuring alignment across policy, planning, contracts, and systems-level initiatives. As the Tier 1 lead for the Veterans Initiatives Team, this role provides strategic oversight and supervision of Tier 2 managers responsible for veteran partnerships, special projects, and contract performance, including programs funded by the Veterans, Seniors and Human Services Levy (VSHSL) such as the Coordinated Care Model (CCM) and the Housing Access and Stability Program (HASP). This role serves as a bridge between implementation, policy alignment, and strategic development, ensuring internal controls, compliance, and Countywide coordination to support a cohesive and accountable veterans services system. Co-Lead cross-system policy and planning efforts across King County’s veteran-serving infrastructure. Align VSHSL-funded veteran strategies with broader County, state, and federal policy frameworks. Supervise and support the Veterans Initiatives Team, including the Veterans Initiative Manager, Veteran Special Projects Manager, KCVRP Coordinators, and Contract Managers. Oversee veterans contract portfolios and associated VSHSL & VRF budgets, providing strategic funding recommendations and ensuring alignment with internal controls and audit standards. Guide and integrate high-impact special projects and time-limited initiatives across the veterans portfolio. Ensure meaningful community input informs veterans policy and investment decisions, in collaboration with outreach and engagement teams. Provide strategic coordination with KCVP leadership to ensure program alignment with policy objectives, financial oversight, and levy requirements. Translate data, performance analytics, and budget insights into actionable strategies for continuous quality improvement. Develop and monitor internal controls, performance tracking systems, and compliance protocols. Track and analyze legislation impacting veteran services; draft and present policy briefs and recommendations to internal and external stakeholders. Represent King County’s veterans initiatives in policy forums, cross-agency partnerships, and public-sector coalitions. Experience, Qualifications, Knowledge, Skills
Extensive leadership experience (5+ years) in veterans policy, veterans system design, or human services systems planning directly related to veterans, housing, or behavioral health. Demonstrated success (5+ years) supervising staff, managing cross-functional teams, and guiding complex multi-partner projects. Proven ability to leverage data, analytics, and budget insights to drive decision-making and continuous quality improvement in veteran-serving programs. Deep familiarity with public funding initiatives such as VSHSL or equivalent community investments. Deep familiarity with King County internal controls, contract oversight, or performance management systems. Exceptional communication and collaboration skills with internal staff, external partners, and community-based organizations. Strong grounding in racial equity principles and demonstrated ability to embed them in strategy and policy work. Ability to navigate politically and operationally complex environments. Desired Experience, Qualifications, Knowledge, Skills
Familiarity with King County government operations and the VSHSL Implementation Plan. Experience in public sector project management, contracting, or procurement. Ability to work across disciplines and translate policy frameworks into on-the-ground impact, using data and funding analysis to drive system improvements.
