Reporting directly to the local People & Culture Business Partner (P&C BP), the P&C Generalist serves as the primary P&C contact for employees and leadership at our Hayward, CA location. This essential role is responsible for executing the local P&C strategy by supporting the P&C BP's initiatives and driving the day-to-day implementation of company-wide programs specific to the Hayward site.

The Generalist will provide expert counsel on employee relations, support local talent acquisition and retention efforts, and ensure a positive, consistent employee experience compliant with California law. This position requires a proactive, hands-on approach to balancing strategic program deployment with the daily P&C needs of the Hayward operation, including support for routine labor relations matters.

Essential Functions

Strategic Partnership & Support

Support the local P&C Business Partner by executing key P&C initiatives for the Hayward location. Provide guidance and coaching to employees and local leadership on all People & Culture related matters to support business objectives. Employee Relations & Compliance

Manage and resolve complex employee relations issues, conducting effective, thorough, and objective investigations. Provide counsel to both employees and management on the appropriate application of company policies and processes to foster a positive and equitable work environment. Maintain current knowledge of

Federal, California State, and local employment laws and reporting requirements

relevant to the Hayward location. Data & Analytics

Create, analyze, and present reports on local recruiting trends, retention, and employee engagement to inform leadership decision-making. Conduct stay and exit interviews, identifying local trends and recommending proactive solutions. Generate and provide accurate reports and data to the local management team and in response to Union Requests for Information (RFIs). Policy & Program Implementation

Lead the local adoption and support of P&C policies, programs, and initiatives, ensuring consistent and compliant application across the Hayward site. P&C Operations Coordination

Act as a liaison with P&C shared services (e.g., benefits, payroll, HRIS) to coordinate and ensure a seamless, positive employee experience. Respond in a timely manner to employee inquiries regarding benefits, leaves of absence, pay, and other P&C matters. Employee Lifecycle Management

Support the full employee lifecycle, including facilitating new-hire orientation processes for a positive onboarding experience and ensuring the proper onboarding and offboarding of employees in the HRIS. Leave of Absence Management

Manage the Leave of Absence (LOA) process for Hayward employees, ensuring proper documentation in the HRIS and strict compliance with all applicable California and Federal LOA regulations (e.g., CFRA, FMLA, PDL). Labor Relations Support

Assist the P&C BP in gathering data and preparing documentation for union grievances, contract administration, and information requests (RFIs). Ensure consistent application of the Collective Bargaining Agreement (CBA) in partnership with the P&C BP and local leadership. Other duties as assigned.

Qualifications

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Minimum of 2 years' experience in an HR Generalist role, preferably with a strong focus on California employment law and labor/union relations. Strong understanding of core human resources principles, including employee relations, talent acquisition, compliance, and collective bargaining agreement administration. Excellent organizational and time-management skills with the ability to manage competing priorities in a fast-paced environment. Strong written and oral communication skills. Effective coaching, influencing, and conflict resolution skills. Demonstrated ability to solve problems and make sound, independent decisions. Proficiency in software programs such as Microsoft Word, Excel, PowerPoint, and MS Teams. Experience with HRIS is required. Education Requirements

The individual in this position must possess the following education requirements:

Bachelor's degree in human resources, Business, or a related field.
