The Senior Business Operations Analyst will:
Assist with the administrative enforcement of support orders through the use of federal and state tax intercepts, license suspensions, Financial Institution Data Match (FIDM) program, passport denial, gaming/ lottery liens, property liens, credit reporting, lump sum payments, and any other administrative enforcement tools used by Health Care Authority (HCA) and Child Support Services Division (CSSD); Assist in the preparation for, attends and provides testimony in Administrative Fair Hearings related to actions taken by Administrative Enforcement Unit (AEU). How does it get done?
The Senior Business Operations Analyst is responsible for:
Cross-training in each of the various AEU processes (federal/state tax intercepts, license suspensions, financial institution Data Match (FIDM) program, passport denial, gaming/lottery liens, property liens, credit reporting, lump sum payments, and any other administrative enforcement tools used by HCA/CSSD; Assisting in processing possible tax fraud as it pertains to CSSD; Reviewing, researching and applying federal and state laws, regulations and statutes, case law, and CSSD policy and procedures; Preparing Summary of Evidence (SOE) packets for Fair Hearings; Scheduling and participating in Agency Review Conferences (ARCs) to review and ensure the appropriate action was taken; Attending and providing testimony in Fair Hearings; Using various databases, electronic case management tools and automated systems; Working on special projects, outreach, and other duties as assigned. Who are the customers?
CSSD field office and Central Office staff, Attorneys, custodial/non-custodial parties; CSSD state and federal partners; Other CSSD partners. Ideal Candidate
The Ideal Candidate has:
Self-starter and critical thinking abilities; Ability to work independently and is highly organized, a team player, and problem solver; Excellent written/verbal communication and customer service skills; Computer literate and technologically savvy skills; Experience working large caseloads and caseload management; Child support and CSES experience is a plus, but not necessary.
Minimum Qualification
Associate Degree in Business Administration, Public Administration, or Accounting and one (1) year of directly related job experience in the areas of office administration, budgeting, purchasing, finance, accounting, auditing, cash management, contract management, and/or in the procedures of business and management principles involved in strategic planning. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling three (3) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain valid driver's license.
Defensive drivers' certification.
Employment is subject to a pre-employment criminal history background investigation and is conditional pending results.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.
