Why does the job exist?
The primary purpose of this role is to act as an Operations Analyst, optimizing the operations and business processes of the Air Quality Bureau (AQB). This position is essential for the financial and operational health of the bureau, ensuring its mission to protect public health and the environment is carried out as efficiently and effectively as possible.
The value this position brings is the ability to work collaboratively with various internal and external stakeholders to support the organization's mission and goals. The role requires a keen eye for detail, strong organizational skills, and the ability to analyze and improve workflows, making the bureau more streamlined and responsive.
How does it get done?
- Financial Management: Oversee fee collection, contract management, reconciliation, grant requirements, budgets, accounts receivable, and fixed asset management - Delinquent Debt and Enforcement: Follow up on delinquent debt and assist with enforcement actions - Reporting and Data: Submit reports and public records, review data analytics, and perform data entry - Administrative Coordination: Manage a centralized email system and coordinate with a wide range of stakeholders, including AQB staff, permitted facility owners, State Records and Archives, NMED General Counsel, NMED Information Technology, and the public

- New Mexicans to protect and restore the environment - Occasional contact with external Federal, State and Local regulatory bodies as well as contractors and environmental not for profit organizations - Internal staff
Ideal Candidate
The ideal candidate will have experience in the following: - Accounts receivable, procurement, and records keeping - Ability to compile and analyze data to determine problem areas, resolutions, and methods of accountability - Proficient with excel, good writing abilities, detail oriented, and data analytics
Minimum Qualification
Associate Degree in Business Administration, Public Administration, or Accounting and one (1) year of directly related job experience in the areas of office administration, budgeting, purchasing, finance, accounting, auditing, cash management, contract management, and/or in the procedures of business and management principles involved in strategic planning. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling three (3) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certificate as a condition of continued employment.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.
