Senior Financial Improvement Management Consultant - Public Sector, Defense BDO USA is seeking a senior manager level professional to support project delivery activities for U.S. Defense agencies. The individual in this position will provide financial improvement, transformation, and audit support services to enhance the completeness, accuracy, reliability, and timeliness of a federal agency’s financial data, supporting an unmodified audit opinion.

Job Summary BDO is seeking a senior manager level professional to support project delivery activities for U.S. Defense agencies. The individual in this position will provide financial improvement, transformation, and audit support services to improve the completeness, accuracy, reliability, and timeliness of a federal agency’s financial data, in support of the overall objective to obtain an unmodified audit opinion. The role will be responsible for partnering with senior leaders within the Practice to lead or manage business development, practice development, and project delivery activities, along with day‑to‑day client delivery and relationships with clients on Public Sector engagements. This role may also be involved in direct supervision of staff and performance management.

Job Duties

Execute day‑to‑day duties for the client, leading and/or providing subject matter expertise to support audit response and remediation objectives in areas including:

Audit facilitation; audit remediation strategy and implementation support; audit strategic communications, training, and change management;

Risk management and internal controls support; financial management policy and standardized business practices;

Financial system posting logic and annual general ledger updates; FFMIA compliance; system implementation and transformation audit support;

Capability modernization.

Provide guidance in management of team operations in compliance with client project requirements; may have supervisory responsibilities in overseeing, leading, or providing guidance on specific scope of work, staff, deliverables, or tasks.

Own or provide guidance in task areas while coordinating closely with engagement team management and client leadership on strategy, planning, execution, status, and review processes.

Provide the client with professional federal accounting and auditing solutions and change management support to progress client toward an unmodified audit opinion. Typical activities include:

Support audit response and liaison efforts to assist the client in responding to audit requests and interacting with the external financial auditor;

Lead or support audit walkthroughs on assigned system or business process scope and attend audit site visits to support the client in fielding observations and testing;

Provide financial audit program strategy, integration, and reporting support;

Lead or support development and implementation of corrective actions and best practices to resolve audit findings.;

Work with various client stakeholder communities to understand system, process, control, and/or data needs to support financial improvement;

Provide training, change management, and communication support for audit readiness and remediation topics;

Lead or support risk assessment, process, and control design and implementation;

Assist with accounting and financial reporting operations, standardization, analysis, and data calls;

Conduct accounting standard research and advise on posting logic for transactional events;

Assess system compliance with FFMIA and control frameworks;

Support test of design or operating effectiveness reviews for system or business process controls;

Conduct reviews of assets and key supporting documentation;

Lead or assist transformation efforts from legacy processes to modernized solutions;

Support development of written reports, metrics, dashboards, and status reporting;

Prepare presentations, briefings, and lead client meetings;

Contribute to deliverable development, reporting metrics, and trainings;

Evaluate work product quality and value to client.

Manage priorities and work effectively to initiate correspondence and task completion; support multiple efforts through flexible multi‑task coordination.

Communicate and maintain relationships with key client personnel to ensure shared understanding of processes and operations.

Communicate with team management through effective status reporting and demonstrate ownership and accountability for assigned task areas.

Establish professional rapport with clients and other organizations.

Lead or support firm practice and solution initiatives with guidance from Public Sector leadership.

Lead or support business development to cultivate growth of existing and new business with guidance from Public Sector leadership.

Support opportunity capture and lead proposal or opportunity requests.

Attend relevant training, seminars, and conferences to stay current with technical skills.

Build a market presence to develop a network of key financial decision makers and referral sources.

Identify current market trends and support business development and training activities to address needs of the business.

Support recruiting efforts by identifying and referring potential candidates and participating in interviews.

Other duties as required.

Supervisory Responsibilities

May supervise the day‑to‑day workload of Public Sector direct reports related to client projects, business development, and other activities, including maintaining team productivity and review of work products.

Evaluate the performance of Public Sector direct reports and assist in the development of goals and objectives.

Deliver periodic performance feedback and complete the annual performance evaluation for Public Sector staff as appropriate.

Serve as a career advisor to Public Sector staff, as assigned.

Education Master’s degree in Accounting, Finance, Information Systems, Business Management/Administration, Mathematics, Statistics, Computer Science, or Data Science.

Qualifications, Knowledge, Skills, and Abilities

Master’s degree in Accounting, Finance, Information Systems, Business Management/Administration, Mathematics, Statistics, Computer Science, or Data Science.

Experience

Ten (10) or more years of experience with federal financial management.

Four (4) or more years of experience with federal accounting.

Operating Materials & Supplies (OM&S), Inventory & Related Property, or Environmental & Disposal Liabilities (E&DL) experience, preferred:

If OM&S or other Inventory & Related Property experience, direct experience with auditing or supporting financial statement audits and/or SSAE 18 / SOC 1 examination response and remediation, preferred.

If E&DL experience, direct experience with developing asset-driven and/or event-driven environmental liability estimates, preferred.

Experience with financial statement audits or audit readiness support, preferred.

Experience with one or more of the following, preferred:

Financial Improvement and Audit Readiness (FIAR) Guidance GAAP;

USSGL, FASAB, SFFAS, CFO Act;

FMFIA, FFMIA, ICOFR, GAGAS (Yellow Book);

OMB Circulars.

Experience with DoD financial management policies and procedures, preferred.

Experience with DoD personnel, acquisition, or other policies for the public sector, preferred.

Experience supporting Public Sector practice, solution, or business development initiatives, preferred.

Experience managing or leading teams, firm initiatives, and/or federal client project activities, preferred.

License(s)/Certification(s)

Minimum active Secret level security clearance, required.

Active CPA, CISA, CGFM, or CDFM certification, required.

Software

Proficient in Microsoft Office Excel, PowerPoint, and Word, required.

Advanced proficiency in Microsoft Office Suite (Excel, PowerPoint, Word), preferred.

Experience with SAP-based platforms, preferred.

SharePoint or audit response tool experience, preferred.

Other Knowledge, Skills, & Abilities

Ability to support possible project-related travel, as needed.

Knowledge of Inventory & Related Property accounting standards (SFFAS 3 and 48), SSAE 18, and audit and internal control requirements within that environment.

Knowledge of environmental laws, regulations, and financial requirements, including CERCLA, DERP, RCRA, SFFAS 5, 6, and Technical Release 2 and 11.

Ability to interact effectively with people at all organizational levels.

Excellent verbal and written communication skills.

Ability to own work product development and demonstrate initiative and accountability.

Ability to supervise staff and provide review and feedback of work.

Capacity to work independently and collaborate within a team environment.

Superior organizational skills with ability to multitask in a fast‑paced, deadline‑driven environment.

Individual salaries that are offered to a candidate are determined after consideration of numerous factors including but not limited to the candidate’s qualifications, experience, skills, and geography.

Illinois Range: $125,000 - $160,000

Maryland Range: $125,000 - $160,000

Washington DC Range: $125,000 - $160,000
