This position is open to current Colorado residents only. The Division of Facilities Management - Northern Division within the Colorado Department of Human Services (CDHS) oversees facilities and campuses to provide a safe, sanitary environment for clients, youth, residents, and staff. This role supervises heat plant staff and provides operations and maintenance for the heat plant at the Fort Logan campus, including high-temperature heating water, high-pressure steam, and related plant equipment. The position ensures compliance with environmental regulations and supports facility reliability and safety. Schedules staff work assignments, assigns heat plant project work, and sets work expectations to provide high levels of customer service. Coordinates with the Operations Manager and area supervisors to re-allocate plant personnel for alternate maintenance during natural gas boiler operations. Obtains maintenance department staff for after-hours, weekend, holiday, and call-back maintenance work. Develops productivity goals and monitors staff productivity. Develops, implements and evaluates employee performance evaluations and midyear reviews. Measures daily staff performance and implements improvement strategies. Plans training of employees to maintain industry safety standards and job safety. Ensures staff timekeeping and work orders are accurate for the week and that staff are trained in the timekeeping and work order system. Performs routine audits of staff work assignments and provides documentation to support corrective and disciplinary actions. Addresses employee complaints and resolves informal grievances; participates in hiring processes, interviews applicants, and recommends hires, promotions, or transfers. Supervises and performs operation, installation, repair and maintenance of high-pressure steam boilers and related systems (natural gas, DCS, PLCs) and conducts qualitative/quantitative analysis of process fluids as required. Supervises and maintains environmental emission control systems to ensure a safe environment at all times. Ensures regulatory requirements are maintained and submitted on time (e.g., Title V permits, OPS, MS4, SPCC, APEN, EIA, and other applicable submissions). Supervises operation, installation, repair and maintenance of plant machinery including valves, pumps, fans, turbines, motors, piping, and digital control system components. Verifies and analyzes labor requirements; tracks indirect and direct labor distributions and productivity in accordance with regulatory and departmental standards. Procures supplies and materials; plans material requirements for maintenance activities; manages warehoused materials and inventories. Performs scheduled preventative maintenance according to manufacturer guidelines and maintains plant cleanliness. Troubleshoots and repairs plant machinery to restore proper operation, including piping systems, valves, pumps, fans, turbines, motors, and control components. Oversees the Apogee facility automation system for alarms during 2nd and 3rd shifts and coordinates with night mechanics for immediate attention. Tests and maintains diesel-powered emergency generators as required by manufacturer specifications and The Joint Commission standards; performs general work order maintenance as needed based on staffing. Ensures proper PPE usage and travels to facilities in a state vehicle to meet daily business needs. Manages heat plant budget allocations and procurement to maintain adequate inventory; researches and procures supplies at lowest cost; prepares, presents, and justifies budgets; manages budget resources and procurement card transactions. Monitors vendor contracts for the northern district Heat Plant and coordinates rebidding and specifications as contracts come due. Other duties as assigned. Minimum Qualifications

Six years of work experience in boiler operations performing preventive, predictive and corrective maintenance, two of which must have been at the journey level. Necessary Special Requirements

Applicants must possess a valid, active Stationary Engineer License “A” or equivalent. You must attach a copy of your license to your job application. Substitution

Education or completion of a formalized apprenticeship related to this position may substitute for the required experience on a year-for-year basis. Preferred Qualifications

Experience supervising in a heat plant. Conditions of Employment: a full pre-employment criminal background check is required; this position may involve shift work, travel in state vehicles, and exposure to hazardous materials. Must possess a current, valid Colorado driver’s license and be willing to receive an annual influenza vaccination or obtain a medical/religious exemption.
