This position is open to current Colorado residents only. This recruitment may be used to fill multiple vacancies. Division of Facilities Management - Northern Division. The Division of Facilities Management exists to plan, design, construct, operate, maintain and manage the Colorado Department of Human Services (CDHS) facilities and campuses according to all applicable standards in a manner that promotes the CDHS mission of providing safe, sanitary and effective environment for clients, youth, residents, consumers and staff and enhances the quality of life in CDHS facilities and campuses and the surrounding neighborhoods. Facilities managed by Northern District DFM include: Colorado Mental Health Hospital at Fort Logan (CMHHFL), Department of Human Services (1575 Sherman St.), Wheat Ridge Regional Center (WRRC, including group homes) and Division of Youth Services (DYS) facilities (Prairie Vista, Gilliam, Lookout Mountain Campus, Marvin W. Foote, Mount View Campus, and Platte Valley). Responsibilities
Supervise heat plant staff responsible for providing high temperature heating water and high-pressure steam to the Fort Logan campus and assist with steam and hydronic boilers. Provide operations and maintenance functions for facilities’ physical plant equipment located within the heat plant and perform essential operational functions to ensure compliance with environmental regulations. Schedule staff work assignments, assign heat plant project work, set work expectations, and provide high levels of customer service. Coordinate with the Operations Manager and area supervisors to re-allocate plant personnel for alternate maintenance during natural gas boiler operations. Ensure after-hours, weekend, and holiday staffing for call-back maintenance work. Develop productivity goals, monitor staff productivity, and conduct performance evaluations and midyear reviews. Plan training to maintain industry standards, including safety aspects of job assignments. Ensure accurate timekeeping and work orders; train staff in timekeeping and work order systems; perform routine audits of staff assignments. Provide documentation to support corrective and disciplinary actions; address employee complaints and informal grievances. Oversee hiring processes, interview applicants, and recommend hires, promotions, or transfers. Supervise and perform operation, installation, repair and maintenance of high-pressure steam boilers and natural gas, DCS, PLCs; analyze process fluids to obtain desired results. Supervise and perform operation, installation, repair and maintenance of environmental emission control systems to ensure a safe environment. Maintain regulatory requirements (e.g., Title V, OPS, MS4, SPCC, APEN, EIA submissions) and stay current with regulations. Supervise and maintain plant machinery (valves, pumps, fans, turbines, motors, piping, and digital control system components). Track daily and monthly labor requirements; monitor indirect/direct labor distributions and productivity per regulatory/department standards. Procure supplies and materials; manage inventories and warehouse/truck inventories. Perform scheduled preventative maintenance; follow manufacturer guidelines; maintain plant cleanliness. Troubleshoot and repair plant machinery and systems to restore proper operation. Oversee the Apogee facility automation system for alarms during 2nd and 3rd shifts; coordinate with night staff for urgent issues. Test and maintain diesel-powered emergency generators as required; perform general work order maintenance when staffing does not require two operators. Ensure proper PPE usage and travel to facilities as needed. Manage heat plant budget allocations; ensure inventory sufficiency; procure at lowest cost; contribute to budget planning and approvals; manage procurement card transactions. Manage and monitor vendor contracts for the Northern District Heat Plant; ensure contracted services are delivered per state contracts and provide specifications for rebidding as needed. Other duties as assigned. Minimum Qualifications
Six years of work experience in boiler operations performing preventive, predictive and corrective maintenance, with two years at journey level. Necessary Special Requirements
Applicants must possess a valid, active Stationary Engineer License “A” or equivalent. A copy must be attached to the job application. Substitution
Education or completion of a formalized apprenticeship related to this position may substitute for required experience on a year-for-year basis. Preferred Qualifications
Experience supervising in a heat plant. Conditions of Employment
A full, pre-employment criminal background check will be conducted as this position involves direct contact with vulnerable persons. Felony convictions or certain misdemeanors may disqualify you; you must provide disposition information to the CDHS Background Unit if applicable. Position is critical to operation and may require working during delays, early releases, or closures. Must possess a current, valid, non-restricted Colorado driver’s license. Willingness to receive an annual influenza vaccination or provide documentation for a medical/religious exemption. Exposure to hazardous materials and TB testing required. Shift work: 24/7 operation. Special Qualifications – valid Stationary Engineer License “A” or equivalent must be maintained. Additional Information
