The North Carolina Office of the State Auditor (OSA) is seeking a Senior Grants Compliance Specialist to serve within our Rapid Response Division. Through this position you would mentor other Grants Compliance Specialists, while also ensuring grant funding among North Carolina public entities are properly used. OSA is the state’s Fiscal Watchdog. We hold state government and entities that receive public money accountable, working on behalf of North Carolinians to eliminate waste, fraud, and abuse. This is a full-time position (40 hours per week) with State Benefits including: Work-Life Balance: 40-hour work week with flexible schedule options and the ability to earn compensatory time off Generous paid time off each year Competitive pay and affordable health insurance options NC OSHR: Total Compensation Calculator Enrollment in the state's pension plan and options for additional supplemental savings An opportunity to work with a team of professionals to make a difference in state government If you have student loans, becoming a state employee includes eligibility for the Public Service Loan Forgiveness Program, visit www.studentaid.gov to learn more As Part Of Our Team, You Will Get To Work as part of a team to plan and conduct audits of a variety of grants being used by public state entities Speak with auditees, agency management, and legislators to understand the programs under an audit Conduct on-site fieldwork, including information gathering and interviews, to determine risks and controls that mitigate program risks Review and analyze source records, programmatic data, financial and program documentation, and/or systems Learn more about state and federal agencies, programs, statutes, rules, regulations, and policies Document the results of your work and any potential findings and recommendations Knowledge, Skills And Abilities / Competencies Skill in reviewing budgets, expenditures, and financial reports to ensure alignment with grant terms Ability to interpret grant agreements and identify allowable vs. unallowable costs Ability to detect discrepancies or misuse of funds through detailed ledger and invoice analysis Knowledge of Grant Compliance Regulations Experience in Internal Control Assessment related to grants Minimum Education And Experience Requirements A bachelor’s degree with 12 semester hours in accounting from an appropriately accredited institution and 3 years of experience in auditing/accounting or program evaluation OR an equivalent combination of education and experience Supplemental and Contact Information The Office of the State Auditor uses the Merit-Based Recruitment & Selection Plan to fill positions subject to the State Human Resources Act (SHRA) with highly qualified individuals.
