Subsidy Services Policy & Planning Consultant
The primary purpose of this position is to develop and write policy for the Subsidized Child Care Program as well as the development and delivery of training on Subsidized Child Care Policy. The responsibilities also include providing policy interpretations, technical assistance through consultation and back-up to support agency efforts.
About The Division
Child Development And Early Education (DCDEE) implements quality standards for child care and increases access to families and their children across North Carolina. NCGS 110-85 requires that the State protect children in child care facilities by ensuring that these facilities provide a physically safe and healthy environment where the developmental needs of the children are met and where these children are cared for by qualified persons of good moral character.

Management Preferences
Knowledge of the Subsidized Child Care Assistance Program. This involves knowledge and understanding of Federal and State Subsidized Child Care laws, regulations, and policies and procedures for the implementation of the Subsidized Child Care Assistance Program nationally and in North Carolina.
Experience working within the NC FAST portal to provide consultation and technical assistance regarding policies, procedures, good practice, and resources in the subsidy program.
Ability to research, analyze, and interpret Federal and State laws associated with subsidized child care.
Demonstrate strong proficiency in Microsoft Office suite (Excel, Outlook, PowerPoint Teams, and Word).
Possess excellent oral and written communication skills to prepare documents and reports that are clear, concise, and accurate.
Previous and proven work experience with North Carolina’s Subsidized Child Care Assistance Program.
High degree of attention to detail and accuracy throughout all assignments and projects and the ability to check work for accuracy before completion of tasks.
Ability to analyze complex situations, develop alternative strategies, and evaluate possible outcomes.
Attention to detail and the ability to manage time independently.
Strong ability to work independently and collaboratively.
Master's degree in a discipline relative to the program from an appropriately accredited institution and two years of related experience; or Bachelor s degree in a discipline relative to the program area from an appropriately accredited institution and four years of related experience; or an equivalent combination of education and experience.
