Job Description And Duties

Are you seeking a leadership role in the field of environmental justice and community outreach and support? The Department of Toxic Substances Control has a career position available in our Office of Environmental Equity (OEE) that may align with your career goals and skill sets. The OEE Assistant Deputy Director (SSMIII) will have a lead role in Public Participation and Community Engagement offices across California. Environmental Justice is embedded in our work protecting and restoring California’s communities. DTSC’s Public Participation Program conducts a variety of outreach activities designed to inform and engage the public in DTSC’s decision-making. This leader has a strategic role at DTSC in seeking more effective ways to enhance public participation, particularly in communities disproportionately burdened by multiple sources of pollution. The OEE team serves some of our states most vulnerable communities and works on matters of public noticing for site clean-up and restoration, tribal affairs and other environmental justice projects.

As a Staff Services Manager III you will have the opportunity to:

Coordinate and oversee OEE operations, including managing operational and strategic priorities; establish expectations and goals for the unit; monitor progress and analyze effectiveness Develop work plans, monitor and evaluate progress, conduct regular work planning meetings with subordinate managers, and ensure key milestones are met on schedule Provide guidance and assistance to subordinate managers; manage, coach and guide staff in the performance of community relations, outreach, public participation and engagement functions Direct the development of performance measures, assess results and outcomes as part of efforts to establish a performance-based management system Prepare and update strategic plans and resource budget projections, manage resource allocations consistent with the program’s budget and evaluate work outputs, procedures, and work plans for consistency with desired outcomes and performance goals Provide critical review of work performed by OEE staff to ensure that recommendations are supported by best available community, scientific, and technical information, and are appropriately designed to identify and address gaps in existing programs, policies and activities that may impede public engagement conducted by OEE

Experience in leadership, managerial, or coaching roles Ability to work under pressure and handle multiple tasks while addressing changing priorities Strong analytical and communication skills and the ability to work collaboratively with a variety of stakeholders Strong written and verbal communication skills Experience with response to a board, commission, and/or the Legislature Community-Minded with a professional approach and experience with community relations and outreach Ability to apply an “equity-minded lens” and approach regarding diversity, equity, inclusion, and belonging Knowledge and experience with managing and implementing human resources policies and practices
