SAIC’s Business Management encompasses the entire acquisition value chain, from sell-side activities like customer engagement and strategy development to buy-side operations including program execution, strategic alliances, supply chain management, subcontractor development, and materials procurement. This position supports the Navy Business Group (BG) and focuses on bid strategy and contract execution across the customer base. Responsibilities
The manager will oversee the C5ISR & Training Solutions Market in the Navy BG, guiding contracts and subcontracts staff with the ability to influence through contractual and complex issues. Maintain client-facing relationships and act as a prime contact on contracts or projects. Function effectively in a fast-paced environment and manage multiple projects and tasks. Influence, negotiate, and communicate with internal and external partners; interact with senior leadership. Resolve highly complex issues, develop negotiating strategies, and provide creative solutions. Ensure strong interpersonal, written, and oral communication skills; periodic travel to other SAIC and customer locations. Report to the Navy BG Contracts & Procurement VP; escalate issues as needed and manage a scaled workload. Support special projects for the Navy Contracts & Procurement VP and coordinate responses to audits. Typical Responsibilities Include
Develop, review, and conduct strategic and sensitive oral and written communications with executive-level Federal Government and corporate leaders. Review contractual documents and proposals for policy conformance and compliance with master agreements. Lead customer-facing discussions and negotiations; manage customer relationships in complex and classified contract environments. Advise internal customers on contractual rights and obligations; provide leadership in contract execution and risk assessment. Ensure compliance with Government contract requirements, internal policies, and applicable laws. Assist in preparation and review of cost proposals and narratives for contract proposals and changes. Manage staff day-to-day; assess workloads and training needs. Collaborate with legal, functional counterparts, and Sr. Leadership; back-up for Navy Contracts & Procurement VP when necessary. Support data calls and responses to internal and external audits. Qualifications
Required Education and Qualifications
Bachelor’s Degree in Business Administration or related field and 15 years of experience (or 4 additional years of experience in lieu of a degree, or a Masters and 13 years of experience). Strategic mindset with ability to drive innovation and adapt to evolving business landscapes. Experience developing acquisition strategies for emerging technology (e.g., AI, cloud) including market trends, acquisition plans, and regulatory alignment. Experience with Contract types including CR, T&M, and FFP; as-a-service models (SaaS, IaaS, PaaS). Professional certification (CPCM/CFCM) preferred. Proficiency with Microsoft Office Suite. Must be able to obtain a secret clearance. Working knowledge of FAR and Public Laws relating to subcontracting. Excellent oral and written communication; ability to interact with senior management. Experience in CPSR audits, price analysis, Costpoint, and procurement systems. Experience in Supply Chain/Procurement/Purchasing; understanding of total program lifecycle and subcontractor performance. General knowledge of Supply Chain Management practices and procurement systems. Target salary range
