Program Manager
The Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) was established as a component of the National Institutes of Health (NIH) in 1962. The NICHD mission is to lead research and training to understand human development, improve reproductive health, enhance the lives of children and adolescents, and optimize abilities for all. Components of the NICHD have differing environments and needs. Operating environments including UNIX, Linux, Windows, and MAC. Similarly, software for system operation, management, and application support varies among divisions. Functional Responsibilities: Coordinates and monitors the scheduling, pricing, and technical performance of company programs. Responsibilities also include aiding in the negotiation of contracts and contractual changes and coordinating preparations of proposals, plans, specifications, and financial conditions of contracts. Ensures adherence to master plans and schedules, develops solutions to program problems, and directs work of incumbents assigned to program from various departments. Ensures projects are completed on time and within budget. Acts as advisor to program team regarding projects, tasks, and operations. Additional Knowledge Areas Preferred: Prefer ten (10) years of experience in the role of an IT Program Manager. Minimum eight (8) years of IT Program Manager experience preferred in the last ten (10) years. Prefer Active/Current Project Management Professional (PMP) certification from the Project Management Institute. Prefer experience leading IT teams of fifty (50) or more staff. Prior federal government IT program management experience is preferred. Prior experience working in a dynamic work environment is preferred. Very strong communication skills both oral and written. Program Manager preferred to speak fluent English. Prefer having strong skills in the following key areas including strategic thinking, negotiating, multi-tasking, time management, teamwork, planning, out of the box thinking, being able to assess a situation in a timely manner especially unplanned events or priority changes for decision making purposes and executing to a defined schedule. Minimum/General Experience: Eight (8) to twelve (12) years of experience, at least seven (7) of which must be specialized in Information Technology. Further, at least five (5) years of experience in managing Government contracts is required. Must have experience in individual Project Management as well as management of several related projects simultaneously. Minimum Education:
A Bachelors Degree in a discipline related to the contract work or in a business or technology related field. With a relevant Masters Degree ten (10) years general experience with at least five (5) years of specialized experience required. Fifteen (15) years of applicable experience may be substituted for degree requirements. Location: Bethesda, MD Type of environment: Office Noise level: Low Work schedule: Schedule is day shift Monday Friday.
