Compliance Specialist, Affordable Housing - HTG (Housing Trust Group). Summary

The Compliance Specialist, Housing Authority & Subsidy Program Liaison, is responsible for ensuring full regulatory compliance and maximizing rent revenue across all affordable housing communities within HTGM. This role builds and maintains relationships with housing authorities and related agencies to optimize Housing Choice Voucher (HCV), Project-Based Voucher (PBV), Annual Contributions Contracts (ACC), and other subsidy programs. This position serves as a key liaison between HTGM and public housing authorities (PHAs) to increase voucher-based rent approvals, secure subsidy funding, and negotiate rent structures that support long-term property performance and affordability objectives.

30% travel is required, must reside in the state of Florida. Essential Duties And Responsibilities

Serve as the primary point of contact between HTGM and housing authorities or subsidy program administrators. Proactively build and maintain strong, strategic relationships with housing authorities to ensure HTGM is prioritized for new funding opportunities and voucher distributions. Actively pursue opportunities to maximize voucher-based rental income through strategic rent negotiations and leveraging available subsidy programs (e.g., HCV, PBV, ACC). Submit, track, and manage HCV rent increase requests to maximize allowable rents in accordance with HUD/Fair Market Rent standards and local guidelines. Analyze rent structures and collaborate with housing authorities to renegotiate contract terms, when applicable. Track subsidy program availability across jurisdictions and secure new opportunities as they become available by PHAs. Maintain accurate records of all subsidy-related contracts, correspondence, and submissions. Collaborate with regional and onsite property teams to support lease-up strategies and occupancy goals tied to subsidy programs. Maintain Affordable Yardi data to ensure accuracy and compliance. Attend state agency audits, state agency training, and industry seminars. Ensure adherence to company-established procedures and HUD/LIHTC guidelines. Collaborate with site staff to ensure understanding of and adherence to voucher compliance requirements. Assist with reviewing, obtaining, and administering income, rent limits, and utility allowances annually. Take initiative to learn and develop affordable housing program skills on an ongoing basis. Education (or Equivalent Experience)

Associate’s or Bachelor’s degree in Public Administration, Business, Real Estate, Urban Planning, or a related field preferred. 3+ years of experience in affordable housing compliance, subsidy program administration, or public housing agency liaison work is mandatory. Deep understanding of HUD regulations, Housing Choice Voucher (Section 8), PBV, and ACC contract administration. Licenses Or Certifications

Certified Occupancy Specialist (COS) Housing Choice Voucher Specialist (HCVS) Tax Credit Specialist (TCS) Blended Occupancy Specialist (BOS) Fair Housing Certification NCCP, TCS, NCP, or Professional Affordable Housing Certification Skills/Knowledge/Abilities Required

Proficient in Microsoft Office Suite and Yardi property management software. Ability to work independently while collaborating with property management, legal, and finance teams. Highly organized and detail-oriented, capable of managing multiple programs and deadlines simultaneously. Strong knowledge of affordable housing regulations and rent calculation methodologies. Exceptional communication and negotiation skills, with the ability to represent HTGM in meetings with housing authorities and regulators. Ability to read, analyze, and interpret general business periodicals, technical procedures, and governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to calculate figures and amounts such as rent increases, prorations, and percentages. Physical Requirements
