Lead and supervise the Policy Implementation Team, comprising four Management Analyst IV who act as subject matter experts and product owners for policy projects. Set strategic objectives, define success metrics, and align project priorities with division goals. Translate policy requirements into system impacts (tables, eligibility logic, processes) to support IT development and implementation. Partner with Program Policy, IT, Field Operations, Training, and Quality Management to plan and execute successful implementations. Identify process gaps, resource needs, and risks; develop strategies to address them. Assign and align staff resources to projects based on scope, skills, and priority; apply project management methods to track deliverables, milestones, and outcomes. Evaluate project implementation success with defined measures and recommend improvements. Serve as a connector across AES teams to ensure policy changes are translated into practice effectively. Promote a culture of learning, innovation, and problem-solving within the team. Knowledge, Skills And Abilities (KSAs)

Knowledge of health and human services programs (Medicaid, CHIP, SNAP, TANF, MEPD). Knowledge of large-scale eligibility systems (e.g., TIERS) preferred. Knowledge of project management practices, including product ownership. Strong collaboration skills with diverse teams and stakeholders. Ability to identify process gaps and align resources to meet project goals. Adaptability to changing priorities and creative problem-solving abilities. Strong communication skills for technical and non-technical audiences. Ability to lead, coach, and motivate a team in a dynamic environment. Qualifications

Bachelor’s degree required; four years of relevant work experience can substitute for a degree. Four years of experience in project management, policy, program administration, or IT. At least one year of supervisory or managerial experience. Experience with TIERS or another large eligibility system preferred. PMP certification, Agile/Scrum Product Owner, or Lean Six Sigma training preferred. Other Requirements & Information

Occasional travel within Texas required. Flexible telework options available per HHSC policy.
