The Division of Administrative Services is recruiting for a subject matter expert in the state's budget process to join our leadership team to oversee the division's budget, fiscal, and procurement programs. Key responsibilities

Manage the division's administrative operations. Lead budgeting activities, including operating, supplemental, and capital budgets, performance framework, and related legislation across all department agencies. Collaborate daily with the Division Director to tackle both scheduled and ad-hoc projects and deliverables. Support financial operations of the department and the division through regular engagement with the Finance Officer and division administrative leaders. Conduct analysis and provide recommendations on department and division goals and policies. Engage in short- and long-term planning, efficient resource management, and effective program and service delivery. This position works from the department’s main office in Juneau on the 9th floor of the State Office Building. Our office has recently-updated furnishings and is centrally located in the downtown area. Hybrid telework options in the Juneau area may be available during some times of the year. We are interested in candidates who possess some or all of the following position-specific competencies: Budget Administration:

Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems. Financial Systems:

Knowledge of the standards, architecture, and specifications of automated financial systems, including source documents, system flows, system interfaces, and related internal controls. Problem Solving:

Identifies and analyzes problems; weighs relevance and accuracy of information; generates and evaluates alternative solutions; makes recommendations. Manages and Organizes Information:

Identifies a need; gathers, organizes, and maintains information; determines its importance and accuracy, and communicates it by a variety of methods. Team Building:

Inspires and fosters team commitment, spirit, pride, and trust. Facilitates cooperation and motivates team members to accomplish group goals. Minimum Qualifications

Three years of professional experience in the broad occupational fields of the division or department and two years of supervisory and/or managerial experience, which may be concurrent with the professional experience. Special Note: "Professional experience in the broad occupational fields of the division or department," means experience in one of the professional areas that compose the division's purpose and function to ensure the applicant has the knowledge of the work of the division to be managed. For example, in an administrative services division, qualifying professional experience could be in any one of the professional areas that compose business administration; such as accounting, procurement, human resources, and so on. In a line division, for example the Division of Mining, Land, & Water in the Department of Natural Resources, qualifying experience could be in any one of the professional areas that provide for the use and protection of Alaska's State-owned land and water, such as geology, hydrology, forestry, natural resource management, and so on.
