Senior Software Developer (ITAD-SS/ETS) This recruitment will be used to fill multiple positions. These senior software developers perform technical work on public-facing benefits systems utilized by public and school employees across Washington. The ideal candidates will bring senior-level technical skills as well as an ability to communicate with business analysts and non-technical external business partners in building out and updating these critical systems. The Enterprise Technology Services (ETS) division develops and provides all information technology services and solutions throughout HCA and externally with partner agencies, including DSHS, DOH, Health Benefits Exchange, LNI, and DOC. ETS has 114 solutions, applications, and databases in its IT portfolio. About the position

This role is responsible for the maintenance, support, and enhancement of Employee and Retiree Benefits (ERB) technical systems as a technical contributor. With deep technical knowledge and skills this role will build new software solutions, resolve defects, and ensure the necessary infrastructure, tools, and processes are in place for the optimal operation of the supported systems. This position is eligible to telework and is also typically required to report on-site once per week. The team’s current on-site day is Wednesday. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. This position reports to Olympia, WA. Frequency of onsite work will vary based on business and operational needs. HCA has currently suspended the ability to support out-of-state telework. What you will do

Design, develop, test, implement, and modify/maintain division business critical systems built with Microsoft .NET, ASP.NET, C#, Entity Framework, jQuery, Bootstrap, SQL Server, SSIS, Angular, TypeScript, PostgreSQL, Amazon Web Services, and SOAP/RESTful web service technologies. Support significant high-risk and high-impact critical system products, including Benefits 24/7, a public-facing internet system supporting 365,000+ active employee and retiree subscribers state-wide. Evaluate system architecture, software design, and code best practices. Perform systems integration for development of end-to-end workflow solutions. Design and develop complex software solutions. Perform data structuring and data modeling, normalizing data structures, system design and development, data security, and data programming methodologies. Provide coaching for entry and journey level application developers working on PEBB and SEBB systems. Work with complete discretion to independently, and in a collaborative team, provide expertise in consultative services, business needs assessment, system analysis, and project or technical leadership for complex agency IT application solutions projects. Required qualifications

Qualifying candidates will satisfy

all

of the following qualifications: Five (5) years of experience with applications development with Microsoft Visual Studio, C# and .NET technologies, including software design patterns, Microsoft SQL Server, including relational database design and modeling, Postgres, and process automation. Two (2) years of experience with Software Development Lifecycle Management (SDLC). One (1) year of experience in addressing application development security protocols and standards. One (1) year of experience being directly involved with Agile / Scrum methodology practices. One (1) year of experience with Angular web framework and TypeScript programming language. Qualifying candidates will also satisfy one of the following criteria options: Option 1: Nine (9) years of information technology experience such as consulting, analyzing, designing, and/or programming computer software applications, or administering or supervising staff who performed work in these information technology disciplines. Option 2: Associate degree in computer science or related field and seven (7) years of information technology experience such as consulting, analyzing, designing, and/or programming computer software applications, or administering or supervising staff who performed work in these information technology disciplines. Option 3: Bachelor’s degree in computer science or related field and five (5) years of information technology experience such as consulting, analyzing, designing, and/or programming computer software applications, or administering or supervising staff who performed work in these information technology disciplines. Option 4: Master’s degree in computer science or related field and three (3) years of information technology experience such as consulting, analyzing, designing, and/or programming computer software applications, or administering or supervising staff who performed work in these information technology disciplines. Option 5: Three years as a journey level IT professional in state service. Preferred qualifications

Experience designing, developing, testing, implementing, and managing large scale development and integration projects. Experience working on multi-year projects. Experience working with large databases. Experience modernizing legacy mainframe applications. How to apply
