This senior business analyst supports HCA’s Benefits 24/7 self-service program that provides benefits information to public and school employees across Washington. Collaborating with developers, quality assurance testers, and non-technical customers who support benefits subscribers, the successful candidate will bring a mix of technical experience and business familiarity into a role where they will have the opportunity to work on a long-term project to transition into a new system from the agency’s legacy system. About the division The Enterprise Technology Services (ETS) division develops and provides all information technology services and solutions throughout HCA and externally with partner agencies, including DSHS, DOH, Health Benefits Exchange, LNI, and DOC. ETS has 114 solutions, applications, and databases in its IT portfolio.

About the position This position is the senior business analyst in ETS for Employee and Retiree Benefits (ERB) Division-related work, with responsibilities for the collection, grooming, and ongoing management of IT business requirements and for School Employee Benefits Board (SEBB) and Public Employee Benefits Board (PEBB) programs. This BA will oversee a myriad of requests for requirements gathering, user story development, and other deliverables as needed.

This position is eligible to telework and is also typically required to report on-site once per week. The team’s current on-site day is Wednesday. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. This position reports to Olympia, WA. Frequency of onsite work will vary based on business and operational needs. HCA has currently suspended the ability to support out-of-state telework.

What you will do

Act as Scrum Master for the ERB development team.

Identify ways to assist product owners in product planning through requirements development and analysis.

Provide suggestions and support to product owners.

Facilitate backlog grooming sessions.

Ensure open lines of communication exist across the team.

Facilitate sprint planning, regular stand ups, sprint deliverable communications and sprint demonstrations as needed.

Support the development of ERB applications.

Lead requirements analysis and verification.

Develop reports on the status of BA work requests.

Communicate benefits of the business and technical solutions to Product Owners and other stakeholders.

Coach and mentor BA staff within the section in close collaboration with the supervisor.

Required qualifications Qualifying candidates will satisfy

all

of the following requirements (experience can be gained concurrently):

Five (5) years of experience providing requirements analysis services using disciplined, best practice processes/methods for gathering, documenting, analyzing and managing requirements.

Four (4) years of experience in strong analytics and communications background. Excellent written and verbal communication skills and the ability to communicate technical issues, both verbally and in writing, to state staff and vendor management. Ability to combine analytic skills with business knowledge.

Experience facilitating and creating material for internal and external training on system changes or new applications.

Two (2) years of experience with School or Public Employees benefits (SEBB/PEBB) systems.

Two (2) years of experience with change management, particularly with large system implementations.

Qualifying candidates will

also

meet

one

of the following criteria options:

Option 1:

Nine (9) years of professional general IT experience. Experience must include at least three years of business analyst experience.

Option 2:

Associate degree and

Seven (7) years of professional general IT experience. Experience must include at least three years of business analyst experience.

Option 3:

Bachelor’s degree and

Five (5) years of professional general IT experience. Experience must include at least three years of business analyst experience.

Option 4:

Master’s degree and

Three (3) years of professional general IT experience. Experience must include at least three years of business analyst experience.

Option 5:

Three (3) years of professional experience as a journey level IT professional in state service.

Preferred qualifications

Experience using business intelligence tools such as SAS, SQL and data visualization tools such as MS SQL Server, Oracle, Tableau, etc.

Experience working in Agile environment.

Scrum Master or Product Owner certification.

Lean Green Belt certification.

PROSCI Change Management certification.

IIBA CBAP certification.
