Overview
The NYC Department of Environmental Protection (DEP) – Bureau of Engineering Design & Construction (BEDC) seeks two Administrative Construction Project Managers M3 to serve as Deputy Portfolio Managers (DPM) overseeing a significant subset of projects within the Special Projects Capital Program (SPCP) in Queens, NY. The SPCP is responsible for planning, design, construction management, and execution of capital projects aimed at upgrading and maintaining the city\'s water and wastewater infrastructures. BEDC manages a multibillion-dollar capital portfolio that supports the DEP operating bureaus and environmental systems across New York City and its watershed. Deputy Portfolio Managers will support the Project Manager who leads a portfolio of in-City Water and Wastewater Capital Program projects, including design and construction activities such as the mechanical fit-out of City Tunnel No. 3, Stage 2, corrosion remediation, electrical upgrades at the New Clove water pump station, and multiple pumping stations. A typical portfolio consists of a dozen large-scale projects with an aggregate value of $1B or more. Responsibilities
Manage assigned projects within the SPCP, including coordination with AM staff and project groups to meet project goals and milestones. Oversee planning, design, and construction activities for major capital projects from conception to completion; ensure alignment with scope, cost, schedule, and safety requirements. Support preparation, negotiation, and processing of modifications to consultant contracts (scope, cost, schedule) for successful project delivery. Ensure Environmental Health & Safety is integrated throughout the project lifecycle and maintain strong client service focus for operating bureaus. Coordinate with bureau support divisions (Project Controls, Permit Resource, Sustainability, Contracts Support, etc.) to maintain project governance and reporting. Provide guidance on constructability, sequencing, and potential construction methods; evaluate cost-effective alternatives to achieve project goals. Monitor key performance indicators (Scope, Schedule, Budget) and manage risk to prevent slippage or cost overruns. Act as Acting Portfolio Manager in the absence of the Portfolio Manager and participate in bureau-wide PM initiatives, SOPs, and training.Key tasks may include delivering program-level tasks and supervising project staff. Qualifications
At least six years of full-time satisfactory construction management experience on capital projects, each with a dollar value of at least $300,000; at least 18 months in a managerial or consultative capacity in an organization responsible for construction management. Alternatively, a combination of: Experience in construction inspection on capital projects; Journeyperson experience in skilled building trades; or Education in architecture, landscape architecture, or engineering with equivalence as described (NYS PE/RA license may substitute for education and experience). Demonstrated ability to oversee multiple projects, coordinate across multidisciplinary teams, and manage complex schedules and budgets. Valid New York State motor vehicle driver license (or valid in applicable state) and willingness to travel to project sites as needed. Permanent Civil Service Administrative Construction Project Manager status or having taken and passed Civil Service Exam 3039 required to apply for this JVN.
