Overview
City and County of Honolulu is hiring Civil Engineer II positions with the Department of Environmental Services (ENV) – Environmental Quality Division, and the Department of Facility Maintenance (DFM) – Storm Water Quality Division. Roles are located at Kapolei Hale. These positions involve professional engineering work related to NPDES permits, UIC permits, UST permits, water quality monitoring, air permits, and related monitoring and compliance activities. What You'll Do
Assist senior engineers and the branch head by preparing correspondence, reports, and permit applications to comply with permit requirements. Perform routine engineering calculations of monitoring data and prepare graphs, tables, and charts. Assist in researching and gathering data for lawsuits and administrative enforcement actions. Assist in conducting field investigations and taking field measurements and samples for spills, bypasses, seepage incidents, odor problems, and effluent quality planning. Perform other related duties as required. Special Work Requirements
Exposure to construction hazards and handling of sewage and sludge. Field investigative work includes climbing ladders, carrying samples, and working on uneven surfaces. Will serve as Disaster Response Worker during declared civil defense emergencies. Department Details

Positions may involve cross training and activities to comply with the City’s storm water permit. Education, Experience, and Licenses
Minimum Qualification Requirements:
At time of application, you must be a citizen, national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment. Education:
Equivalent to graduation from a regionally-accredited four-year college/university with a bachelor’s degree in an engineering specialty. Education from outside the United States must be comparable to a U.S. degree and require a foreign credential evaluation (FCE). You may be asked to furnish documentation to verify education. If available, attach an electronic copy of your diploma and/or official transcript with embossed seal or applicable FCE, or mail to Department of Human Resources, 650 South King Street, 10th Floor, Honolulu, HI 96813. One (1) year of non-registered professional civil engineering experience. Substitution: Master’s degree in Civil Engineering from a regionally-accredited college/university may substitute for one year of experience. Must meet education verification requirements as above. Knowledge and Abilities:
Knowledge of general civil engineering, engineering mathematics, mechanics and materials, topographic surveying, and relevance of structural, mechanical, electrical, hydraulic, and sanitary engineering to civil engineering. Ability to perform drafting, interpret plans and land descriptions, plot survey notes, and prepare maps, plans, profiles, and cross-sections. Licenses:
