Overview

Calling all Civil Engineers! The Department of Environmental Services (ENV), Environmental Quality Division, is seeking to fill a Civil Engineer III position located at Kapolei Hale. This position performs professional engineering work under general supervision and/or assists higher-level engineers with more difficult assignments related to National Pollutant Discharge Elimination System (NPDES) permits, Underground Injection Control (UIC) permits, water quality monitoring, air permits, and other functions of the Monitoring & Compliance Branch. What You'll Do

Gather data from various sources (e.g., fence line monitoring, and well testing) and prepare correspondence, reports, and permit applications to comply with permit requirements. Perform engineering calculations of monitoring or other data, analyze data for compliance, trends, or environmental activities, and prepare graphs, tables, charts, etc. Research and gather data and information for Federal and State lawsuits and administrative enforcement actions. Conduct field investigations and take field measurements and samples to gather data on spills, bypasses, seepage incidents, odor problems, and plant effluent quality problems. Evaluate findings, make conclusions, and recommend corrective actions. Prepare written reports to substantiate findings and recommendations. Perform other related duties as assigned. Special Work Requirements

Exposure to construction hazards and disease germs through the handling of sewage and sludge. Field investigative work includes climbing of ladders, carrying samples, measuring, and testing equipment, and walking on uneven and obstructed surfaces such as platforms and streambeds. Will serve as Disaster Response Worker during declared civil defense emergencies. Other Department Opportunities

Professional engineering projects related to the National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) Storm Water Management Program. Planning, design, construction management, product evaluation, research & development, system optimization, database management, and Geographical Information System (GIS) mapping. Participation in periodic and temporary cross training and supplementary work exercises and activities in support of other branches within the division to comply with regulatory obligations of the City's storm water permit. Equivalent to graduation from a regionally-accredited four-year college or university with a bachelor’s degree in an engineering specialty. The education requirement must be met at the time of application. Two year(s) of non-registered professional civil engineering experience. Such experience shall demonstrate knowledge of civil engineering principles and practices, engineering mathematics, engineering mechanics and the mechanics of materials, and hydraulic, structural, mechanical, electrical and sanitary engineering principles as applicable to civil engineering. It must also demonstrate the ability to: do civil engineering design work or supervise construction and inspection activities; analyze stresses and determine the required foundations and structural features; supervise a small group of subordinate professional or subprofessional employees; and prepare engineering and inspection reports. Substitution: A Master’s degree in Civil Engineering from a regionally-accredited college or university will substitute for one year of the required non-registered professional civil engineering experience. The substitution must be met at the time of application. Education obtained outside the United States must be comparable to a degree earned at a regionally-accredited college/university in the United States. Having the required number of years of experience will not in itself be accepted as qualifying. Your overall experience must demonstrate the ability to perform the duties of the position.
