is actively seeking a highly motivated, full-time Training & Exercise Specialist
in
Falls Church, VA – U.S. Navy Bureau of Medicine and Surgery (BUMED) *This position is contingent on the award of a federal contract. Key Responsibilities Plan, coordinate, and participate in government-directed exercises including
Ultimate Caduceus
and
Citadel Shield/Solid Curtain . Engage in pre-exercise planning meetings, facilitate exercise execution, and conduct post-exercise debriefings. Assist FCCs with the development and completion of annual training exercises based on PRS plan tasks. Ensure full-scale activation exercises are conducted every two years in alignment with FCC requirements. Develop exercise planning packages at least 90 days prior to training evolutions. Evaluation & Reporting
Produce
After-Action Reports (AARs)
and lessons-learned documentation for all full-scale exercises. Create and deliver exercise planning and coordination packages prior to training or exercise execution. Provide clear, actionable recommendations to improve organizational readiness.
Training Development
Develop and deliver training modules, exercise materials, and briefings to federal standards. Ensure training materials support all phases of Emergency Management: Mitigation, Preparedness, Response, and Recovery. Support the integration of FCC requirements into training activities.
Coordination & Communication
Collaborate with federal, DoD, and interagency stakeholders to ensure training and exercises meet mission objectives. Document and distribute meeting minutes, action items, and partner engagement updates. Provide technical expertise and policy support related to exercise planning and readiness.
Required Qualifications Bachelor’s degree in Emergency Management, Security Studies, Public Policy, Information Security, or a related field.
In lieu of degree, 10 years of progressively responsible professional experience.
Minimum of 5 years of relevant professional experience. Successful completion of the
Federal Coordinating Center (FCC) Course
within the last 3 years. U.S. Citizenship and eligibility for a federal security clearance. Proficiency with Microsoft Office Suite and collaboration platforms. Excellent written and oral communication skills. Experience in planning, coordinating, and evaluating
emergency management exercises
(tabletop, functional, full-scale). Demonstrated ability to produce training materials, exercise planning packages, and after-action reports to federal standards. Additional Information Position Location:
Falls Church, VA (with remote work options subject to government approval). Travel:
May be required to support exercises and training events. Background Investigation:
Must successfully pass a federal background investigation prior to employment. Compensation:
