Work as a liaison between stakeholders to elicit, analyze, verify, and validate requirements for changes to business processes, policies, and information systems. Duties may include: conducting general requirements elicitation activities for improvement or automation of processes or functions; researching and documenting the current or as-is state of the business process or function; utilizing requirement elicitation techniques such as interviews, surveys, focus groups, and document analysis; participating in the implementation of system changes and enhancements; conducting system tests using test scenarios and documenting results; training on new procedures and software and creating procedure manuals; conducting Gap analysis to compare the as-is and to-be states to identify differences which need to be addressed prior to implementation; and identifying, analyzing, and resolving issues for existing systems. You may also work independently to develop portions of the desired future or to-be state of those processes or functions; categorize and document requirements in a business requirements document; act as a liaison and interpreter between business and IT staff; and maintain business rules and process documentation. You would supervise Business System Analyst 1's and/or trainees. Within the Division of Retirement Services, Bureau of Program Optimization Support and Transformation (POST), and under the guidance of higher-level staff, this position will be responsible for participating in systems implementation, maintenance, and support for medium to small scope efforts; providing technical support and customer service; supervision and leadership; promoting business analysis and professional development; and maintaining professional communication and demeanor. Non-Competitive Qualifications for appointment under the NYHELPS Program: For appointment to a Business Systems Analyst 2, you must have a bachelor’s or higher degree AND three years of business analysis experience where your primary duty was performing three of the five activities listed below. Using business analysis techniques to elicit requirements as the foundation for the solution to the organization's business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, or JAD Sessions). Using business analysis techniques for identifying solutions to improve efficiency and effectiveness of the system, business process, or product/service (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis). Describing in a comprehensive written document what the system, process, or product service must do to satisfy established business requirements; creating, updating, and maintaining documentation through the SDLC (e.g., BRD, Use Case, Business Case, Fit-Gap Analysis, Impact and Feasibility Analysis, Change Management Analysis). Validating requirements throughout the SDLC including changes to processes to achieve goals. Verifying requirements throughout the SDLC to ensure performance to specifications; this includes developing test plans/scenarios and reviewing results, identifying constraints and risks, and communicating with stakeholders. OR A bachelor’s or higher degree AND Level 2 IIBA/CCBA Certification AND one year of business analysis experience with three of the five activities listed above. Experience working with an ERP system such as PeopleSoft. Proficient in Microsoft Office (Word, Excel, PowerPoint, Visio, Project, Outlook, Teams, SharePoint). Demonstrates passion for business analysis and experience using elicitation techniques to derive requirements. Experience using business analysis methodologies to design solutions and improve processes (e.g., BPM, data modeling, fit-gap analyses, functional designs). Experience developing test scenarios, scripts and data, and reviewing test results. Strong facilitation, organizational, verbal, and written communication skills. Ability to work collaboratively in a team-oriented environment with diverse assignments. Formal training in business analysis concepts and methodologies; membership in IIBA or related communities is a plus. Telecommuting and Accommodations
