Conduct general requirements elicitation activities for improvement or automation of processes or functions. Research and document the current or as-is state of the business process or function. Utilize requirement elicitation techniques such as interviews, surveys, focus groups, and document analysis. Participate in the implementation of system changes and enhancements. Conduct system tests using test scenarios and document results. Train on new procedures and software and create procedure manuals. Conduct gap analysis to compare as-is and to-be states to identify differences to address prior to implementation. Identify, analyze, and resolve issues for existing systems. Independently develop portions of the desired future state; categorize and document requirements in a business requirements document; act as a liaison between business and IT staff; maintain business rules and process documentation. Supervise Business System Analyst 1s and/or trainees. Within the Division of Retirement Services, Bureau of Program Optimization Support and Transformation (POST), under guidance of higher-level staff, participate in systems implementation, maintenance, and support for medium to small scope efforts; provide technical support and customer service; supervision and leadership; promote business analysis and professional development; maintain professional communication and demeanor. Minimum Qualifications
Non-Competitive Qualifications for appointment under the NYHELPS Program: A bachelor’s or higher degree AND three years of business analysis experience with primary duties in three of the following activities: Using business analysis techniques to elicit requirements (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires). Using business analysis techniques to identify solutions to improve efficiency and effectiveness of systems, processes, or products/services (e.g., DFD, BPM, Root Cause Analysis, Fishbone Diagram, Context Diagram, BP Flows, Fit-Gap Analysis). Describing in a comprehensive written document what the system/process/product must do (e.g., BRD, Use Case, Business Case, Fit-Gap Analysis, Impact and Feasibility Analysis, Change Management Analysis). Validating requirements throughout the SDLC... Verifying requirements throughout the SDLC with test plans, scenarios, data, and evaluating results; communicating with stakeholders. Or: A bachelor’s or higher degree AND possession of Level 2 IIBA/CCBA certification AND one year of business analysis experience with three activities above. Or possession of Level 3 IIBA/CBAP certification. Examples of non-qualifying experience include, but are not limited to: operational audits, forms design, IT hardware/software duties, help desk, etc. Competitive Minimum Qualifications: You must be reachable on the appropriate eligible list, eligible under 55 b/c, or eligible to transfer under Section 70.1 or 52.6 of Civil Service Law. Transfer requirements and policies apply as described. Non-Competitive Promotion (NCP) qualifications: You must be a qualified employee of the Office of the New York State Comptroller with one year of permanent competitive or 55-b/55-c service as a Business Systems Analyst 1. If few candidates meet qualifications, nomination for noncompetitive promotion may be allowed without further examination. Preferred Qualifications
Experience with an Enterprise Resource Planning (ERP) system such as PeopleSoft. Proficient in Microsoft Office applications (Word, Excel, PowerPoint, Visio, Project, Outlook, Teams, SharePoint). Demonstrated business analysis elicitation techniques and process improvement experience. Experience developing test scenarios, scripts, and data; reviewing test results. Strong facilitation, organizational, verbal and written communication skills. Ability to work collaboratively in a diverse, team-oriented environment. Formal training in business analysis concepts and methodologies; membership in IIBA or related professional communities. Telecommuting: OSC supports telecommuting where reasonable.
