Overview
EXEMPT ANNOUNCEMENT
Business Manager
$87,550-$108,000
Open Until Filled - Applications will be reviewed every Friday.
The Washington State Charter School Commission (CSC) seeks to fill a Business Manager in the Commission. This full-time permanent position is based in Olympia, Washington. This position may be eligible for partial telework after onboarding/training is complete. Telework is a combination of in-building and off-site days.
The Washington State Charter School Commission (Commission) is an independent state agency. Our mission is to authorize high-quality charter public schools, especially those designed to expand opportunities for students historically underserved in public education, and to ensure the highest standards of accountability and oversight.
The Commission is guided by its Educational Equity Policy: we hold both a moral and legal obligation to cultivate schools where socio-economic status, race, gender, language, sexual orientation, national origin, and disability do not predict academic or life outcomes. Educational equity benefits all students and strengthens communities.
Candidates are strongly encouraged to visit www.charterschool.wa.gov to review the Commission’s Strategic Plan and Educational Equity Policy.
Mission and Vision MISSION
To authorize high-quality charter public schools and provide effective oversight and transparent accountability to improve educational outcomes for at-risk students.
VISION
Foster innovation and ensure excellence so that every student has access to and thrives in a high-quality public school.
Position Overview Reporting to the Chief Operating Officer, the Business Manager ensures the integrity and equity of the Commission’s internal operations. This role is critical in advancing the agency’s commitments to accountability, transparency, and inclusion.
Because the Commission is a small agency with statewide impact, the Business Manager must bring strong technical expertise and a systems-builder mindset—someone who designs, tests, and strengthens processes in collaboration with staff and partners. The successful candidate will thrive in a fast-paced environment, balancing priorities effectively, and embed equity into operational decisions.
Key Responsibilities
Serve as the agency’s Public Records Officer, ensuring timely, transparent responses.
Manage financial processing of agency transactions in compliance with state standards.
Administer agency contracts and monitor compliance with clear, equitable procedures.
Lead procurement processes from start to finish, ensuring equity, transparency, and compliance.
Support development of agency biennial and supplemental budget requests.
Support Commission meeting planning and logistics.
Maintain and update agency electronic files and records.
Collaborate with staff to co-design sustainable, accessible operational systems that reflect Commission values.
Contribute to agency-wide initiatives aligned with the strategic plan.
Other duties as assigned.
Required Qualifications
Bachelor’s degree in Business Administration or equivalent professional background. We value experience gained in community, nonprofit, tribal, or other equity-centered environments.
Minimum five years’ experience in finance and accounting, procurement, or operations.
Commitment to fostering a positive work culture and environment.
Demonstrated ability to design and improve systems in a fast-paced, small-agency, nonprofit, small business or start-up environment.
Evidence of advancing equity, transparency, and inclusion in organizational systems or decision-making.
Demonstrated ability to work both independently and collaboratively with diverse communities.
Desired Qualifications
Experience with change management or system-building in a start-up, nonprofit, or public agency.
Strong understanding of equitable organizational business functions.
Comfort with technology and digital tools for collaboration and data management.
Ability to translate technical process into elevated language for diverse audiences.
Familiarity with state contracting and procurement processes.
Working knowledge of the State Administrative & Accounting Manual (SAAM).
Compensation The annual compensation for the position is $87,550-$108,000 and depends upon experience, educational background and qualifications. Washington State offers a generous benefit package including health, dental and life insurance, retirement and an optional deferred compensation program. Please review information about health benefits and retirement plans from the Health Care Authority and the Dept. of Retirement Systems.
