With a growing portfolio of property parcels and the development of new technology to support our work, King County’s Department of Assessments is looking for qualified applicants to apply for the Senior Business Systems Analyst position for our Property Tax Administration System (PTAS) development. This will include the ability to engage directly with project vendors, lead testing focus groups, and serve as a liaison between appraisal staff and other project stakeholders. The PTAS project is a highly complex, multi-year initiative to develop and configure the Microsoft Dynamics 365 Finance and Operations (D365-F&O) platform to replace King County’s legacy property tax billing and collection system. The PTAS project will deliver a fully integrated assess-to-collect system to serve the needs of the County and its taxpayers for the next decade and beyond.

The Sr. BSA will analyze and document moderate to highly complex business processes and collaborate with stakeholders to implement the PTAS D365-F&O solution, including integrations with the Department of Assessments and other systems. The Sr. BSA will lead business planning activities to understand Treasury’s goals and vision and assist with the execution of the technology roadmap to support each phase of the software development life cycle.

The successful candidate will , at a

minimum

to:

Develop business partner relationships and define system scope and objectives based on the needs of business stakeholders, end user(s), and an understanding of the business processes.

Facilitate requirements gathering efforts and translate the requirements into functional design documents.

Work in collaboration with the Department of Assessments’ Product Owners to prioritize feature development to ensure that the product aligns with industry standards and business needs.

Assist and review the solution design for implementation readiness. Identify and resolve gaps or issues.

Assist Quality Assurance team with system test case development and ensure that test coverage contains the appropriate integration and process components. Assist with defect triaging and resolution.

Serve as the technical liaison between the business and technical development team to clarify functional requirements and business process.

Provide feedback and input on training materials and assist with change management solutions.

Perform other duties as assigned to support the Assessments’ Product Owner and technical team.

Minimum Qualifications

Experience working on large technology projects and collaborating with customers, business leaders, and development teams.

Experience in business process modeling, analysis, and functional design documentation.

Experience in leading quality assurance and user acceptance testing phases and coordinating environment readiness activities.

Strong understanding of the software development life cycle for both agile and waterfall methodologies.

Strong communication, interpersonal, writing and customer service skills

Intermediate level of technology proficiency using MS Office Productivity tools in your daily work.

Ability to manage your time and adapt to changing priorities, work on multiple priorities and projects simultaneously, meet quick deadlines, and produce timely and quality work products.

Ability to work with people from diverse backgrounds.

Preferred Qualifications

Experience implementing multi-million-dollar IT solutions for large government agencies with cross-functional teams.

Experience with Department of Assessments' accounting processes, or other similar accounting processes.

Experience with Microsoft Dynamics CE and Power Apps.

Experience or familiarity with Agile project management processes and tools, such as Azure DevOps and backlog refinement.

Experience with LEAN processes and principles

Experience with SharePoint, MS Teams, and other collaborative online tools.

Any combination of education and/or experience that clearly demonstrates the ability to successfully perform the duties of the position, including:

Prior experience or knowledge of the Department of Assessments accounting systems and processes, or other similar technical accounting processes.
