Overview
Business and Finance Officer II – King County, WA. This career service position supports levy rate calculations, property tax analyses, and related administrative and financial functions to ensure fair and equitable property values. Responsibilities
Perform levy administration support functions and routine program and levy/tax analyses. Plan and develop levy administration presentation materials and maintain annexation and boundary information based on statutory requirements. Review, analyze, and prepare levy administration responses and property tax analyses for jurisdictions; evaluate proposed property tax and levy changes due to legislation. Collaborate with staff and management in developing or reviewing levy change calculations and property tax adjustments related to legislation or ordinances. Monitor and perform quality analysis of the tax roll; conduct levy and tax maintenance activities including forecasting and cost analysis. Provide administrative and financial support for multiple Property Tax Administration Programs (e.g., MFTE, Historic Property Tax Exemption, Local Infrastructure Project Area, Revenue Development Area). Update and maintain levy calculation and property tax data for projects, databases, models, and systems; conduct routine studies to evaluate proposed statutory levy and property tax calculations or programs. Assist in routine levy, property tax financial and program systems audits and track project status. Coordinate with the Accounting division to train and assist in levy administration for these programs. Experience, Qualifications, Knowledge, Skills
Strong financial analysis, analytical, communication, and interpersonal skills; ability to work independently and in a collaborative team. Ability to interpret levy administration inquiries and apply complex property tax calculations and data analysis. Proficiency with business productivity tools and technology (Microsoft Office Suite; other assessment-related tools). Excellent listening skills and ability to learn and apply new concepts quickly. Experience supporting data collection and responding to complex levy administration issues involving government officials and leadership. Education and Experience
Four (4) years of experience in accounting, finance, business administration, or related fields, or equivalent education/certification; experience in property tax analysis or related areas is preferred. Job Duties (Additional Details)
