Staff Services Manager I Department of Transportation

Job Description and Duties Under the general direction of the Chief, Office of Project Development, Management & Delivery (OPDMD) in the Division of Local Assistance (DLA), the Staff Services Manager I supervises a team of analytical staff providing guidance on compliance of the programs and execution of all contracts and grants within DLA to ensure excellent customer service to managers to DLA staff, supervisors and project managers.

The incumbent is responsible for oversight of the DLA’s Delegation Program of the contract/grant compliance. The incumbent is responsible for development and maintenance of all signature authority, training and training materials, specific to contract/grant compliance, and compliance reviews. Training materials include, but are not limited to, handbooks, dashboards, manuals and policy guidance supporting contract/grant execution and administration. The incumbent is responsible for working with other functional units and internal and external partners on compliance with all contract and grant regulations (e.g., Public Contract Code and State Contracting Manual). The incumbent is responsible for all contracts and grants executed within DLA to ensure appropriate procurement and contract management techniques have been followed. The incumbent is responsible for providing assistance to DLA staff, supervisors, and management regarding contract procurement, administration and compliance.

The incumbent is responsible for, management, oversight, coordination, and maintenance of major policy documents and activities relating to the implementation of Rail and Transit Programs (R&T) such as Transit & Intercity Rail Capital Program (TIRCP) and other State and Federal funded Programs related to R&T programs and projects within DLA's portfolio. The incumbent is responsible for reviewing and providing analysis on R&T related program management and serves as the DLA liaison to other Caltrans' Divisions and external partners regarding R&T programs.

Working Conditions Position located at 1120 N Street Sacramento, Sacramento County.

Multiple positions may be filled from this recruitment.

This is a Limited Term position which may be extended to 24 months or become permanent. This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquarters location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquarters location will be the responsibility of the selected candidate.
