Classification PUBLIC UTILITIES REGULATORY ANALYST II

Job Description and Duties Under general direction of a Program & Project Supervisor, the incumbent will lead and assist in a broad range of moderately complex research and analysis assignments related to the implementation of the California LifeLine Program. The incumbent will assist in conducting technical and policy research and analysis of Federal and State Universal Service program reforms, pilot programs and propose appropriate recommendations and actions to Commission management and decision makers. The incumbent will review, analyze, and make recommendations for approval of advice letters filed by carriers including change existing wireless plans, modify provisions in their tariffs or terms and conditions, or implement Lifeline program changes, consistent with state and federal lifeline program rules. The incumbent will prepare written resolutions, reports, or other written correspondence involving California Lifeline program issues and work collaboratively internally and with all California Lifeline stakeholders to discuss and resolve program issues. The incumbent will review and analyze comments on California Lifeline proceedings, prepare summary reports, and provide recommendations to resolve issues, assist in running California Lifeline Program workshops.

Experience in public purpose programs conducting technical, financial and policy analysis and making appropriate recommendations.

Experience working with stakeholders and assisting/participating in workshops and collaborative settings.

Experience working multiple projects with competing deadlines.
