Pay Range $7,353 - $11,373 (monthly)

Job Overview Transit and multimodal program services manager responsible for managing and implementing financial and compliance processes to support transit services across Oregon.

Responsibilities

Lead and direct up to 14 staff members to ensure compliance with federal and state policies, procedures, rules and regulations.

Develop solutions and direct the resolution of operational issues.

Meet and work with staff and customers to convey and interpret existing rules, regulations, policies, data and procedures.

Lead and track federal and state grant execution and ensure funds are being utilized efficiently.

Lead and monitor preparation of budget requests and necessary budget documentation.

Oversee financial audit procedures for review of external agency audit results and negotiate required management actions.

Develop and manage programmatic compliance policies and procedures to ensure public transit providers and grant recipients follow state and federal grant funding requirements.

Work with other units and divisions to ensure coordination of program operation with statute, rules, guidance, policy and plans.

Work in a hybrid office environment; in-person meetings anticipated at least eight times a year; occasional travel within Oregon.

Qualifications

Six years of supervision, management, or progressively related experience in business operations.

OR three years of related experience in business operations and a bachelor’s degree in a related field.

Proven track record of financial management and program oversight.

General knowledge of federal public transportation regulations and ability to interpret and explain complex laws and regulations.

Experience performing collaborative and creative problem solving to implement program and policy improvements.

Experience directing or influencing the work of diverse teams of individuals working in different locations with differing reporting relationships.

Leadership, management, mentoring, and supervisory skills to guide program development, process improvement, implementation and assessments.
