Oregon Department of Transportation – Director of External Affairs Location: Salem, OR – Full‑time – Senior leadership position.

Base Pay Range Salary Range : $10,311 – $15,964 per year.

Position Summary As the Director of External Affairs, you will strategically manage and direct the agency’s government and external relations program, including media and community engagement, and federal, state, local and tribal liaison activities on multimodal transportation, economic development and land use issues. You will play a key role in shaping policy decisions, aligning strategic planning, resource allocation, and operational priorities to ensure ODOT delivers effective services.

Key Responsibilities

Direct and execute ODOT’s state and federal legislative agenda.

Develop fiscal and policy analyses to guide transportation programs and legislation.

Oversee implementation of legislation and major policy initiatives.

Serve as primary liaison with the Oregon legislature and Governor’s senior transportation policy staff.

Collaborate with state agencies to develop and execute transportation policies.

Provide strategic advice to the Oregon Transportation Commission and agency leadership.

Direct operations of the external affairs section, supervising staff in government relations and communications.

Lead the federal affairs program, coordinating advocacy with the congressional delegation and federal agencies.

Manage agency communication strategies for public affairs and outreach.

Work in a hybrid office environment; be on call for emergencies and travel as required.

Qualifications Minimum Qualifications

Seven years of management experience in business operations.

OR four years of management experience in business operations and a bachelor’s degree in a related field.

Special Qualifications

Valid U.S. driver’s license and acceptable driving record; driving is essential.
