Human Resources Generalist – Miami, FL

Full-time, Exempt – 40‑hour workweek. Salary range: $75,000–$110,000 annually.

Essential Functions

Schedule and conduct pre‑employment process for selected candidates, including explanation of city policies, processing background checks, verifying application information, and scheduling drug and other required examinations.

Manage pre‑employment and onboarding process in a timely manner for all candidates.

Manage the scheduling of all Level II pre‑employment testing for candidates, which includes Physical, Drug, Polygraph and Psychological testing.

Confirm candidate hiring eligibility with the Florida Retirement System (FRS).

Coordinate and conduct new hire orientations and explain City policies, ensuring completion of all paperwork and digital filing of all Federal, State and City mandated forms.

Process and update all personnel actions such as new hires, status changes, transfers, reclassifications, terminations/resignations, and special assignments into the HR System(s).

Update and maintain accurate payroll information for HR record purposes.

Calculate pay adjustments and coordinate with Finance/Payroll to ensure actions are correctly processed.

Provide information and general assistance to city staff and the public regarding human resources policies, procedures and processes, and answer questions as needed.

Provide assistance with annual HR events, such as Open Enrollment, Health Fair, Wellness Events, Service Recognitions, Employee Events, etc.

Organize, maintain, and update personnel files, and adhere to rules and regulations regarding the confidentiality of personnel information.

Seek guidance from appropriate Human Resources supervisor for complex inquiries.

Additional Duties Perform related duties as assigned.

Minimum Education and Training

Must possess a Bachelor’s degree from an accredited college or university in human resources, public administration, business management or related field.

Two (2) years of experience within Human Resources is required.

Human Resources Certifications such as PHR, SPHR, SHRM‑CP, or SHRM‑SCP, and experience with HRIS systems is preferred.

Must possess a valid driver license with an acceptable driving record.

Minimum Qualifications And Standards Required

Must be fluent in the English language. Ability to communicate in Spanish is a plus.

Knowledge of modern office practices.

Knowledge of FLSA.

Skilled in organizing resources and establishing priorities.

Ability to determine individual benefit eligibility.

Ability to demonstrate advanced proficiency with Microsoft Office Suite and other computer systems.

Ability to effectively and efficiently handle multiple, simultaneous, and complex tasks and projects.

Ability to exercise independent judgment to deal with confidential and sensitive matters.

Ability to interpret and explain policies, procedures, and benefits to other employees and the public.

Ability to prepare and/or process purchase orders.

Ability to be held accountable for inventory provided by the City.

Ability to use small office equipment, including copy machines or mult‑line telephone systems.

Must be a non‑smoker.

The minimum requirements may be waived by the City Manager.

Physical Requirements This position is sedentary in nature, in which work requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Ability to feel, finger, grasp, reach, handle; receive information through oral communication; make rational decisions; express ideas by speaking accurately/loudly/quickly; shout in order to be heard above ambient noise level; make repetitive motions with the hands; use visual acuity to perform activities such as viewing a computer terminal, making general observations of facilities and performing visual inspections; and walk from one work site to another.
