DSHS FTAA IT Data Management Senior/Specialist

We are seeking a Senior IT Data Management Specialist to join the Business Intelligence Unit (BIU) within the Research and Data Analysis Division (RDA) at the Department of Social and Health Services (DSHS).

Our BIU mission is to empower partners across the agency by transforming raw data into trusted, well-governed, and actionable insights—enabling effective data exploration, analysis, and decision‑making that support problem‑solving, risk management, continuous improvement, and strategic outcomes.

In this role, you will play a critical part in advancing DSHS’s enterprise data management and analytics capabilities. Reporting to the BIU Manager, you will lead efforts to strengthen data governance, improve data quality and interoperability, and manage complex data integration and transformation processes across multiple systems and platforms. You will ensure that data assets are accessible, reliable, and secure to support the department’s analytical and reporting initiatives.

This is a senior technical position that bridges business intelligence, data architecture, and governance disciplines. The ideal candidate has a strategic mindset, excels in collaboration across diverse teams, and brings a passion for building sustainable, enterprise‑scale data solutions.

Some of what you’ll do:

Design and manage ETL solutions across on‑premises and cloud environments to support enterprise data integration

Develop and maintain pipelines and SQL‑based transformations for fact and dimension models

Build and optimize Power BI semantic models to deliver scalable and reusable reporting datasets

Create and maintain database objects such as stored procedures, views, and functions to support complex business needs

Implement and document data architecture through ERDs and metadata to ensure consistency and transparency

Collaborate across programs and state agencies (e.g., DSHS, EQUITY, HCA, DCYF) to ensure data alignment and interoperability

Monitor, test, and troubleshoot data flows to maintain performance, reliability, and accuracy

Apply data governance, privacy, and security standards in compliance with state and federal requirements

Utilize Azure DevOps for version control, deployment pipelines, documentation, and sprint‑based project tracking

Provide technical guidance and promote best practices in enterprise data management and integration

Who should apply:

A Bachelor’s degree including 9 semester or 15 quarter hours of computer science courses and 7 years of consultative, administrative, or supervisory experience in information technology analysis, system maintenance, or troubleshooting/problem resolution experience, or analyzing, designing, or programming computer systems applications or databases

11 years of consultative, administrative, or supervisor experience in information technology analysis, system maintenance, or troubleshooting/problem resolution experience, or analyzing, designing, or programming computer systems applications or databases

A Master’s degree will substitute for one year of the required experience

Five years of progressively responsible experience in a lead role is required due to the enterprise nature of assignments. This experience could be through performance of direct supervisory function for staff, direct management of contracted resources or matrix management of staff resources for a project or similar endeavor.

What we’re looking for:

Experience developing dashboards using Business Intelligence tools

Experience with data warehouse methodologies, such as Kimball

Extensive knowledge of coding languages, including Java, XML, and SQL

Proven work experience as an ETL developer
