Role Overview
Consultant to prepare the Quality review of 2025 Country Programme Planning processes (CPPs) and Country Programme Documents (CPDs). Duty station: DAPM/PGU. Duration: 1 Nov 2025 – 31 May 2026. Home/Office: remote.
Scope of Work Provide external assessment of CPPs and CPDs. Design review methodology, review planning processes, update review framework, prepare reports.
Design review methodology based on CPP guidance.
Review planning processes of CPDs submitted to 2025 Boards.
Update Review Framework and scoring criteria.
Prepare preliminary findings and draft final report, Compendium of Good Practices, Methodology Paper.
Present findings in two global webinars.
Deliverables
Inception Report with schedule and risk strategy.
Methodology Paper (≤10 pages).
CPD Review Framework and scoring rubrics.
Final Report, Compendium of Good Practices, Methodology Paper.
Global webinar presentation deck and one‑page recommendations.
Qualifications & Experience
Master’s degree in social sciences or related field.
≥10 years professional experience conducting evaluations for international organisations.
Record of excellence facilitating cross‑sectional processes.
Familiarity with results‑based management and strategic planning.
Experience with UNICEF or UN is asset.
Data tooling/science capabilities, including Tableau.
Fluency in English required.
Requirements

Travel costs, subsistence allowance if required.
