Base Pay Range $115,283.00/yr - $145,682.00/yr
Description The Associate Counsel, under the general direction of the Supervising Attorney, will provide ITS, including its program areas, project teams, portfolios and executive management, with legal and policy-related advice, support, and guidance on IT-related initiatives, projects, operations and administration. The Associate Counsel will take part in ensuring that ITS is compliant with the laws, rules, and regulations that impact the agency’s administration and operations.
Duties Include (but not limited to)
Managing the Adversarial Matters Teams’ response to subpoenas for Department of State Incorporation Records.
Support the Office of Labor Relations by providing advice and guidance on compliance and enforcement issues impacting employment, including Taylor Law, Human Rights Law, ADA, FMLA and employee rights and responsibilities.
Represent the agency in administrative adversarial matters, including interviewing and preparing witnesses, presenting evidence and drafting necessary briefs and motions.
Support Human Resources by providing advice and guidance on legal matters affecting employment, including reviewing, drafting, editing and advising on policies.
Assist with the management of the agency’s litigation portfolio, including preparation of periodic status reports, managing relationships with the Office of the Attorney General, and supporting litigation needs of partner agencies.
Research, interpret, draft advisory memoranda and provide compliance advice and guidance on legal and policy issues.
Other tasks as assigned.
Qualifications
Minimum Qualifications : Admission to the New York State bar and four years of experience in the practice of law subsequent to admission to the Bar.
Preferred Qualifications : Candidates must possess a JD from an accredited law school and a license to practice law in New York State and have at least four years of litigation experience, at least one in a supervisory role; must be highly proficient with document reviews, productions, ESI, and trial preparation with eDiscovery software; excellent written and verbal communication skills; outstanding time management skills; critical thinking skills; experience in public‑sector labor relations; experience with employment discrimination law and proceedings.
Preferred Experience
One year of experience using Office 365 including MS Teams and other applications.
One year of experience in the Microsoft eDiscovery Center or Security and Compliance Center.
Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. It is the policy of ITS not to hire F1 or H1 visa holders for permanent employment or to sponsor non‑immigrant aliens for temporary work authorization visas or for permanent residence. Some positions may require fingerprinting. Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of position(s) will be described further if you are selected for an interview. If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid‑Hudson will receive an additional $1,650 adjustment location pay.
