APPLICANTS MUST BE PERMANENT IN THE Computer Systems Manager Civil Service title. ITS is the Department of Social Services’ technology services organization. ITS supports the daily, emergent, and long-term needs of HRA and DHS by developing and maintaining applications and systems used for client eligibility, recertification, case management, housing, employment services, and related operations. Responsibilities
Collaborate with the project team and business stakeholders to collect and analyze business requirements, translating them into deployable data transfers, mainframe scheduled jobs, and mailing application services. Establish and enforce policies and procedures governing the division’s operations, ensuring standardized agency-wide practices for data transfers, mail services, and mainframe scheduling. Maintain direct oversight of all requisite resources; coordinate with ITS and other departments to facilitate new software requests, provide justifications, and oversee renewal of software licenses. Develop, evaluate, and implement enhancements to mailing systems, including refinement of NearStar functionalities. Work with Print Pool and Distribution teams to resolve operational challenges, identify improvement opportunities, and generate statistical reports on mailing activities. Administer, monitor, and document all processes on the Sun SFTP server. Collaborate with NYS Production Control to streamline file transfers by enabling direct transmissions to HRA servers. Supervise and manage Tech Services personnel, consultants, and vendors; establish a framework for performance evaluation and professional development. Direct daily operations, provide training, and mentor a team of computer specialists, ensuring efficient task allocation and prioritization. Formulate and implement divisional policies and procedures to uphold operational standards across agency-wide data transfers, mail services, and mainframe scheduling; assess staff performance using direct observation and standardized evaluations. COMPUTER SYSTEMS MANAGER - 1005D Minimum Qualifications
A master's degree in computer science from an accredited college or university and three (3) years of progressively responsible IT experience including applications development, systems development, data communications and networking, database administration, data processing, or user services; at least eighteen (18) months of this experience must include administrative/managerial/executive capacity in relevant areas. A baccalaureate degree from an accredited college or university and four (4) years of progressively responsible IT experience as described above. A four-year high school diploma or educational equivalent, and six (6) years of progressively responsible IT experience as described above. A satisfactory combination of education and experience equivalent to the above; however, all candidates must have at least a four-year high school diploma and at least three (3) years of experience as described above, including the eighteen (18) months of administrative/managerial/executive/supervisory experience. Note: In the absence of a bachelor’s degree, undergraduate credits may substitute for up to two (2) years of IT experience (30 credits = 6 months). Graduate credits may substitute for up to one (1) year of IT experience (30 graduate credits = 1 year). Credits may not substitute for the eighteen (18) months of administrative/managerial/executive/supervisory experience. Preferred Skills Proficiency in document design software and mail-merge programs; experience with mailing systems such as Print-to-Mail and NearStar; Unix and Unix scripting; strong knowledge of databases (SQL, Oracle). Experience using WebFOCUS for data loading and reporting from databases (Oracle, SQL Server, Informix). Strong management, organizational, teamwork, and decision-making abilities with experience directing IT professionals in complex systems. Ability to coordinate work across agency staff, consultants, stakeholders, and vendors; monitor and report on multiple initiatives. Excellent oral, written, and interpersonal communication skills, with strong presentation abilities.
