Overview The New York City Department of Transportation (NYC DOT) IT & Telecommunications Division seeks an accomplished technology leader to serve as Director of Database Administration (Computer Systems Manager Level 3), reporting directly to the Chief Technology Officer. The Director will provide strategic and operational leadership for all database administration activities, ensuring the integrity, security, availability, and optimal performance of the agency’s data infrastructure. This role oversees a team of five database administrators and plays a critical part in advancing NYC DOT’s mission through data‑driven innovation and enterprise system reliability.

Key Responsibilities

Lead and mentor a team of database administrators, fostering technical excellence and professional growth.

Develop and implement enterprise‑wide data strategies, including data governance, architecture, and lifecycle management.

Collaborate with business and technical stakeholders to design, test, and deliver scalable, high‑performing BI and data analytics solutions.

Establish and enforce best practices in database engineering, continuous integration, automation, source control, and performance tuning.

Drive innovation through evaluation and implementation of emerging database technologies, cloud platforms, and automation tools.

Champion data quality and governance initiatives, ensuring compliance with City IT policies, cybersecurity standards, and regulatory requirements.

Oversee vendor relationships, licensing, and support agreements to ensure service quality, cost‑effectiveness, and alignment with strategic objectives.

Minimum Qualifications

Master’s degree in computer science from an accredited institution and three (3) years of progressively responsible, full‑time experience in IT, including database administration at a managerial or executive level; at least eighteen (18) months of administrative, managerial, or supervisory experience in database administration.

Bachelor’s degree and four (4) years of progressively responsible, full‑time experience as described above; or

Four‑year high school diploma or equivalent with six (6) years of progressively responsible, full‑time experience as described above.

Satisfactory combination of education and experience equivalent to any of the above options, with at least three (3) years of experience in database administration including eighteen (18) months of administrative, managerial, or supervisory experience.

Preferred Skills

Strategic leadership in database management and enterprise data strategy, ensuring data integrity, availability, performance, and security.

Experience with data warehouse initiatives, integrating complex datasets from internal systems and external partners.

Proficiency in data governance, architecture, and lifecycle management, supporting evidence‑based decision‑making across the agency.

Strong background in designing, testing, and delivering scalable, high‑performing BI and data analytics solutions.

Expertise in database engineering best practices, continuous integration, automation, source control, and performance tuning.

Knowledge of emerging database technologies, cloud platforms, and automation tools that enhance efficiency and resilience.

Ability to conduct business and systems analysis to identify opportunities for automation, data standardization, and reporting improvements.

Commitment to data quality, governance, and compliance with City IT policies, cybersecurity standards, and regulatory requirements.

Experience leading, mentoring, and developing high‑performing database administrator teams.
