This position will serve in the Developmental Disabilities and Early Childhood Supports Division (DDECS) and work in partnership with Best Starts for Kids implementation efforts within the DCHS and Public Health – Seattle & King County. The Division’s Early Childhood Team has a mission of

The Early Support for Infants and Toddlers (ESIT) Specialist position is responsible for implementation and continuous improvement of King County’s Early Support for Infants and Toddlers (ESIT) program, for birth to three-year-old children with delays or disabilities and their families, in compliance with Part C of the Individuals with Disabilities Education Improvement Act, in partnership with other ESIT team members. This position reports to an Early Childhood Team Lead within the Division. WHO MAY APPLY:

This position is scheduled to work 40 hours per week, Monday - Friday, 8am - 5pm. This position meets the provisions of the Fair Labor Standards Act and is overtime eligible with supervisory pre-approval. This position is represented by PROTEC17. MISSION CRITICAL POSITION STATUS:

This position has been designated Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings in Seattle, Tukwila, Northgate, and other locations around the county as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required , including the wearing of masks in some situations . Greg Mallory, grmallory@kingcounty.gov Build strengths-based, racial equity-centered relationships and continuous improvement efforts across Early Support for Infants and Toddlers (ESIT). Lead ESIT program monitoring activities with contractors, co-workers and state partners: Manage correspondence, scheduling, tracking submissions, and timelines. Conduct child records review in alignment with requirements. Plan and facilitate observations, interviews and focus groups with families and providers to document use of best practices. Facilitate collaborative information sharing discussions. Consolidate information from many sources into a comprehensive report, which includes data documentation, specific feedback and determination of next steps needed.

Apply project management skills to support program and systems growth, with activities such as: Develop and participate in procurement processes to identify potential new contractors. Plan and implement training, technical assistance, and written guidance incorporating federal, state and county requirements for both new and continuing ESIT providers and contractors. Implement collaborative approaches to contract development, review, updating, billing cycle, and documentation. Track contract compliance and deliverables requirements and follow-up. Gather, share, and consider data across planning and decision making.

Collaborate with a dynamic, multilingual, culturally diverse work team focused on family-centered, strengths-based practices, data-informed innovation, cross-systems partnerships, trauma recovery and resilience, and aligned with King County’s Equity and Social Justice Plan. Deep knowledge of equity and social justice principles and practices, and understanding of the effects of place, race and policy and systems-based inequities on marginalized communities and populations. A combination of at least three years of education and experience within early childhood development, early supports for children with delays or disabilities and their families, mental health/health care, social services, equity and social justice or a related field, with at least 2 years leading detailed processes or projects. Demonstrated knowledge of systems serving children and families, including people with developmental disabilities. Ability to identify intersecting issues, multiple perspectives, and opportunities for collaboration, including strategies to promote equity and to advocate for process improvements. Ability to work independently with attention to details, to work under deadlines and on several tasks simultaneously, and to organize and prioritize quickly in response to changing needs. Skills and abilities working collaboratively with diverse stakeholders including families, service providers, partners, co-workers and funders. Skills to prepare visual and written documents for specific users, to create multi-use spreadsheets, and to present complex data for decision making. Ability to facilitate participatory meetings with diverse groups, and to provide technical assistance and policy/process guidance using adult learning approaches. Valid Washington State Driver’s License or ability to travel throughout the County in a timely manner. DESIRED EXPERIENCE, QUALIFICATIONS, KNOWLEDGE & SKILLS Lived experience and/or work experience with early childhood supports for children with delays or disabilities and their families. Experience effectively supporting home cultures and languages of children and families, as well as bicultural and/or bilingual skills.
