King County's Department of Community and Human Services (DCHS) provides equitable opportunities for people to be healthy, happy, and connected to community. It is a Term‑Limited Temporary (TLT) role anticipated to end two (2) years after the start date; if filled by a King County employee who has passed initial probation, it will be a Special Duty Assignment (SDA). We are seeking a highly motivated, organized, and enthusiastic team player to collaboratively lead the finalization and implementation of standard department‑wide post‑award contract management policies and procedures. The role will play a key leadership role in assuring contract management policies, procedures, and support tools are collaboratively finalized with impacted division staff and achieve baseline standardization while allowing for needed variation across program area and fund source. The manager will also employ strong person‑centered change management techniques to support the department in successfully and sustainably adopting these new policies and practices. Job Duties

Collaboratively create and maintain department‑wide post‑award contract management policies, procedures and standards; manage processes to continually improve effective, efficient, and equitable implementation across the department. Lead DCHS response to audit recommendation items related to contract management. Develop a DCHS Contract Management Handbook/Manual and support the development and implementation of trainings, tools, and resources for all staff involved in post‑award contract management. Research, interpret, and summarize local, state, and federal laws and regulations as well as industry best practices to provide guidance to DCHS leadership on risk mitigation and novel approaches. Take the lead in establishing collaborative partnerships and seeking practice alignment with DCHS Division and Director’s Office leadership, peers in Public Health and other local public agencies, and King County’s Procurement & Payables group. Experience successfully leading cross‑functional work groups; facilitation, conflict resolution, and consensus building. Experience planning and executing complex change management projects. Demonstrated skill in development and documentation of policies and procedures. Experience developing and delivering trainings and tools to build technical skills for diverse groups. Experience mapping and streamlining work processes, improving operations, meeting deadlines, and working cooperatively to provide high quality deliverables. Demonstrated ability in prioritizing workloads, working successfully under pressure with tight timelines and changing priorities. Demonstrated ability to successfully work collaboratively on a team and in virtual and hybrid work environments. Proficiency with Microsoft Office Suite, including Teams and SharePoint. Desired Experience, Qualifications, Knowledge, Skills

Understanding and experience of post‑award contract management principles, practices, and frameworks within King County. Deep understanding of DCHS' structure and current contract management approaches. Experience working with contracted service providers. Experience with DCHS' Agiloft system or other similar contract life cycle management data systems. Additional Position Information

Designated Non‑Mission Critical; all employees are expected to report to work or request leave during emergencies. The team works in a hybrid model; onsite location is Chinook, 401 5th Ave, Seattle, WA 98104. Employees must reside in Washington state and be within reasonable distance to the county worksite. Position is exempt from FLSA overtime; typical hours Monday – Friday, 8:00 a.m. – 5:00 p.m.; no union representation. Who May Apply
