Rincon Consultants, Inc. is seeking a
Cultural Resources Project Manager
to join our team working on utilities, water, renewable energy, transportation, and infrastructure projects. Under the direction of a Cultural Resources Principal, you will co-lead the team supporting the Cultural Resources contract Rincon has with a major utility. You will manage the contract and team, assist with billing and subconsultant management, maintain internal and external communication tools, and oversee all phases of cultural resources work. Duties include managing tasks and contracts in the cultural resources service line, oversight and preparation of work products, directing and participating in fieldwork, people management, and client engagement and retention. While this role may offer flexible work arrangements that can include a mix of in-office and remote work, our changing business needs will determine remote-work flexibility. Rincon prioritizes hiring candidates residing within 50 miles of a Rincon office (Carlsbad, Fresno, Los Angeles, Monterey, Oakland, Palm Springs, Riverside, Sacramento, San Luis Obispo, San Diego, San Jose, Santa Barbara, and Ventura), with particular interest in Northern California. This is a minimum 40 hour per week position and some 40+ weeks may be necessary based on project needs.
Responsibilities
Facilitate successful program management coordination of multiple projects with varied regulatory requirements, including Section 106 NHPA, CEQA, and utility-specific agreement documents (e.g., USFS and BLM Operations and Maintenance plans).
Manage utilities programs, client expectations, schedules, and budgets.
Maintain QA/QC of cultural resource work products supporting CEQA and NEPA compliance for various agencies and regulatory/permit compliance under agreement documents.
Oversee and complete work products and fieldwork.
Prepare, oversee, and coordinate Health and Safety Plans.
Coordinate and lead project and contract meetings.
Coordinate with clients, agencies, communities (including local Native American groups), Rincon peers, subcontractors, and vendors.
Work in multidisciplinary teams (planners, biologists, paleontologists) for project execution.
Develop contract proposals, including costs and contract negotiations.
Participate in business planning and development.
Mentor junior staff and engage in peer-to-peer mentorship with senior mentors.
Oversee subconsultants, including preparation of subconsultant work orders.
Perform other duties as required by Cultural Resources Principals and others.
Qualifications
Experience managing contracts, projects, and teams executing cultural resources work for major utilities in the last 5 years.
Minimum 6+ years of progressive cultural resources environmental consulting experience in related areas.
B.A., M.A., or Ph.D. in anthropology, archaeology, historical archaeology, or related field.
Thorough understanding of CEQA and NEPA as they relate to cultural resources, and Section 106 NHPA.
Strong technical writing and problem-solving skills.
Proven leadership, interpersonal and communication skills, and ability to manage multiple projects and teams.
Prior experience in California and the Great Basin.
PG&E experience including Salesforce, MS Office proficiency, and Smartsheet awareness.
Qualified as BLM Field Director and/or Principal Investigator.
Experience working under the direction of an environmental planner and with local Native American groups.
Experience with historical built environment resources and with solar developers and transportation projects.
Compensation and Benefits The base salary range for this full-time position is $88,000–$126,000, plus a comprehensive benefits program. Rincon bases salary on market median and internal equity, and may vary based on candidate knowledge, skills, and experience.
