Overview

Unit Clerk (NCS) - Mayor's Office of Employment Development (MOED) – City of Baltimore. This is a non-civil service position with a salary range of $15.00 - $28.80 hourly; starting pay is $19.00 hourly. Location: Baltimore, MD. This role supports MOED's YouthWorks unit, serving approximately 30-50 worksites and 500-700 youth participants. Responsibilities

Answer, screen, and direct calls to the appropriate person or unit. Conduct site visits to worksite partner locations to ensure safe and compliant environments for youth employment. Assist youth and worksites with YouthWorks (YW) applications and participation processes. Assist with registration sessions, community events, and related activities. Complete end-of-summer worksite activity review forms for assigned worksites. Communicate YouthWorks policies and procedures to youth participants, worksites, and stakeholders. Process and approve timesheet records for youth participants. Organize, file, and scan documents to worksite folders and the YouthWorks system; ensure E-folders meet audit guidelines. Maintain accurate data entry and filing; review worksite performance using the Worksite Activity Review Form (WARF). Distribute MTA Charm Cards, paycards, and/or checks to youth participants; perform quality review of records; maintain daily work logs; run reports; assist with assigning youth to worksites; verify hours worked; process timesheets; resolve payroll issues and other youth/worksite concerns. Assist in preparing and organizing materials for distribution; support coordination and facilitation of YouthWorks events. Operate office equipment and inventory office supplies; assist with setup and breakdown of materials and equipment. Represent the Agency and uphold customer service standards and procedures; perform other related duties as assigned. Minimum Qualifications

Education:

High school diploma or GED. Experience:

At least 1 year of customer service experience and 3 years in the human services field with youth programs. Additional Requirements

Pass a mandatory criminal background check. Valid driver’s license and access to a reliable personal vehicle to travel to partnering worksites; willing to use personal vehicle for duties daily as needed. In-person work schedule: 8:30 am – 4:30 pm, Monday through Friday; some evening and weekend hours may be required. Licenses, Registrations, and Certificates

Valid Maryland Class C Noncommercial driver’s license or equivalent; eligible to obtain a Baltimore City driver’s permit. Provisional driver’s license or learner permits are not acceptable. Upload a copy of your valid driver’s license with the application at time of applying. Knowledge, Skills, & Abilities

Ability to review and process a high volume of data to meet daily quotas. Ability to work in a fast-paced environment; proficient in Microsoft Office and Google Suite. Proficiency with virtual conferencing platforms (Zoom, Google Meet, Microsoft Teams, etc.). Detail-oriented with strong data entry and time management skills. Strong verbal and written communication, confidentiality, and ability to adapt to changing priorities. Analytical thinking to evaluate service delivery issues and identify resolutions.
