Overview ACCOUNTABLE MANAGER

The NYC DEP enriches the environment and protects public health by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and storm water, and reducing pollution. BEDC currently has a portfolio of capital projects valued at $35B, with another $13.6B projected over the next 10-year commitment plan. BEDC’s Wastewater Capital Program (WWCP) staff oversees the design and construction of all capital projects managed on behalf of the Bureau of Wastewater Treatment (BWT) and the Bureau of Water Supply (BWS). WWCP currently manages the capital delivery requirements for BWT and BWS.

Responsibilities

BEDC seeks to hire three Administrative Engineers Level M2 to be Accountable Managers (AM) for WWCP. The selected candidates will oversee and support the design and construction of WWCP projects for various WRRFs, such as but not limited to North River, Bowery Bay, Red Hook, Oakwood Beach, Owls Head, Coney Island, Hunts Point, Jamaica, Wards Island, wastewater pumping station projects across the city, contribute to WWCP projects involving WRRFs from the watershed region, and also Flushing Bay and Gowanus CSO programs.

Through a staff of project management professionals, inspectors and/or other technical/administrative staff, the AMs will direct the oversight of the planning, design and construction of major capital construction projects for a program that will allow the DEP to meet its wastewater treatment requirements into the future.

With broad scope for independent initiative and judgment, the AMs will be responsible for the achievement of project goals and milestones, ensuring that all schedules, reports, and work products conform to the scope of work.

They will undertake the preparation, negotiation, and processing of modifications to Consultant Contract scope, cost, and schedule for successful project completion.

They will provide day-to-day guidance and oversight of subordinates’ work assignments, motivate current employees, approve time and leave, evaluate staff members and determine staffing requirements for implementation of the program.

The AMs must ensure that Environmental Health & Safety is incorporated throughout the project lifecycle and must focus on client service to the operating bureaus.

The AMs will implement all project delivery procedures and coordinate with bureau support divisions, such as the Project Controls Group (Schedule & Cost), Permit Resource Division, Sustainability, Contracts Support, etc.

AMs must be capable of quickly recognizing what is required for a major capital construction project and providing the sustained effort necessary to see the project through from conception to completion.

AMs are responsible for seamless communication/coordination with Agency Bureaus, other City and State Agencies, and key stakeholders; focus on issue resolution and risk mitigation to keep the project moving; manage the quality of project delivery throughout the lifecycle; and monitor KPIs (Scope, Schedule, Budget, and other project performance metrics).

AMs report directly to the Deputy Portfolio Manager.

Minimum Qualifications

A valid New York State License as a Professional Engineer and six (6) years of full-time satisfactory experience in chemical, civil, electrical, environmental, mechanical engineering, or plan examining work, at least two (2) years of which must have been in an executive, managerial, or administrative capacity.

Preferred Skills

Proficient oral and written communication with project staff, engineers/architects, inspectors, consultants, contractors, vendors, and external stakeholders such as regulatory agencies and community representatives.

Possession of a motor vehicle driver's license valid in the State of New York with no restrictions, maintained for the duration of employment.

Have a detailed understanding of permitting, equipment and materials, codes and standards, shop/field testing.

Able to determine adequacy and completeness of field investigation plans and reports to support the development of more complex designs or scope change requests.

Able to assess applicability and appropriateness of field investigation protocols for stated objectives.

Possess a working knowledge of current safety and design standards.

Able to review, interpret and approve complex contract documents.

Able to understand the necessary project resources to effectively identify upcoming needs or existing conflicts.

Able to assess consultant/contractor performance based on contract requirements.

Able to evaluate project progress regularly in terms of potential impacts to schedule compliance.

Understand schedule implications of change orders and recovery plans.

Understand the process to prepare the Communication Management Plan.

Employ effective time management practices.

Knowledge of engineering design and construction industry standards and practices for environmental engineering operations for water supply and wastewater resource recovery facilities.

Strong technical skills, interpersonal, communication, and computer skills with a working knowledge of MS Office and Project Scheduling Software.

Knowledge of operations and processes for wastewater resource recovery facilities.

Strong ability to work on a broad multidisciplinary base with various fields and trades and concurrently handle multiple tasks.

Experience in writing and reviewing contract specifications for major public works projects.
