DEP is seeking three Administrative Project Managers Level M2 to serve as Accountable Managers (AM) for the Wastewater Capital Program (WWCP) within the Bureau of Engineering Design & Construction (BEDC). The selected candidates will oversee and support the design and construction of WWCP projects for the Bureau of Wastewater Treatment (BWT) and the Bureau of Water Supply (BWS), including wastewater resource recovery facilities upgrades, CSO abatement projects, and pump station rehabilitation. Projects may include WRRFs such as North River, Bowery Bay, Red Hook, Oakwood Beach, Owls Head, Coney Island, Hunts Point, Jamaica, Wards Island, wastewater pumping stations, and related programs in the watershed region, as well as Flushing Bay and Gowanus CSO programs. The AMs will direct the planning, design, and construction oversight to meet wastewater treatment requirements and ensure project milestones, schedules, budgets, and scope are adhered to. The AMs will report to the Deputy Portfolio Manager.

Responsibilities

Direct the oversight of planning, design, and construction of major capital construction projects for WWCP, ensuring alignment with BEDC’s project delivery and construction management procedures and a focus on environmental health and safety, scope, schedule, budget, and client service. Prepare, negotiate, and process modifications to Consultant Contract scope, cost, and schedule for successful project completion. Provide day-to-day guidance and oversight of subordinates’ work assignments; manage staffing, approve time and leave, and evaluate staff for implementation of the program. Ensure Environmental Health & Safety is incorporated throughout the project lifecycle and maintain a focus on client service to operating bureaus. Implement all project delivery procedures and coordinate with bureau support divisions (e.g., Project Controls Group, Permit Resource Division, Sustainability, Contracts Support). Recognize and respond to the requirements of major capital projects, driving the project from conception to completion with sustained effort. Coordinate seamless communication with Agency Bureaus, City and State Agencies, and key stakeholders; manage issue resolution and risk mitigation to keep projects moving; monitor project quality throughout the lifecycle. Manage staffing efficiently to ensure adequate project staffing and opportunities for professional growth; monitor key performance indicators for Scope, Schedule, Budget, and other metrics. Report directly to the Deputy Portfolio Manager. Qualifications (Minimum)

A baccalaureate degree from an accredited college in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration, and five years of full-time satisfactory experience in the planning, administering or expediting of engineering design, and/or construction, or coordinating a very large engineering project, two years of which must have been in an administrative, managerial, executive or supervisory capacity; or A four year high school diploma or its educational equivalent and nine years of experience as described in the above; two years of which must have been in administrative, managerial, executive or supervisory capacity; or Education and/or experience equivalent to the above. One year of experience credit may be given for: (a) each 30 semester credits of college or university education leading to a bachelor’s degree in the listed fields; (b) an accredited Master’s degree in one of those disciplines; (c) a Juris Doctor degree; or (d) a valid New York State license as a Professional Engineer, Registered Architect or Landscape Architect. However, all candidates must have the two years of administrative, managerial, executive, or supervisory experience described above. Additional Information
