PATIENT FINANCIAL SERVICES WORKER/EMERGENCY APPOINTMENTS HOMELESSNESS Department of Mental Health is seeking qualified candidates to fill emergency Patient Financial Services Worker vacancies related to the homelessness crisis.

Overview This emergency position is filled under an order that allows hiring for an initial period of up to 90 days, with an opportunity for permanent County employment. Applicants meeting the requirements may be hired for the initial period and will be assessed on performance prior to potential permanent appointment.

Essential Job Functions

Interviews patients or their relatives and/or representatives to obtain financial and other eligibility data and assists patients in preparing, completing, and processing Medi-Cal and other healthcare program applications.

Collects data and enters patient information into the LEADER system and other information systems.

Interprets provisions and requirements of various governmental healthcare programs to provide a beneficial plan for the patient and the department.

Analyzes financial and eligibility data and reviews medical records to establish patient eligibility for programs such as Medi-Cal, Ability-to-Pay Plan, and Outpatient Reduced-Cost Simplified Application; completes necessary documents within time limits.

Determines patients’ financial ability to reimburse the County; interviews and corresponds with patients, relatives, representatives, attorneys, employers, agencies, and insurers to obtain/verify information and explain policies; may secure payments and arrange payment plans.

Reviews and evaluates deeds, life insurance policies, negotiable securities, and assets to determine value; obtains insurance benefit assignments and third party liens; determines healthcare coverage and billable resources for collection.

Identifies problem situations and refers patients to other hospital departments or community resources when appropriate.

Reviews/ pursues collection of delinquent accounts; may recommend suspension of accounts or transfer to collection services as needed.

Requirements Selection Requirements:

Option I:

Completion of 60 semester units or 90 quarter units from an accredited college or university AND one (1) year of experience interviewing the public in connection with applications for financial assistance, credit, insurance, medical or hospital services, social security or workers’ compensation.

Option II:

Two (2) years of experience as a Patient Resources Worker interviewing patients or their relatives/representatives to determine patients’ financial resources to pay for health care services.

Option III:

One (1) year of experience in the supervision of Patient Resources Workers.

You MUST meet the above requirements at the time of filing to be appointed to vacancies related to this recruitment.

License : A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

Physical Class : II – Light. This class includes administrative and clerical positions requiring light physical effort with occasional lifting up to 10 pounds and some bending, stooping, or squatting. Considerable ambulation may be involved.

Additional Information Under the emergency order, applicants who meet requirements may be hired for up to 90 days, with an opportunity for permanent County employment. A performance assessment will be conducted before the end of the initial period; successful candidates may be considered for permanent appointment.
