Serves as Supervisory Recreation Specialist-Sports, Fitness, and Aquatics Director for Command Navy Region Northwest, Fleet and Family Readiness Program, Fleet Readiness Division. The primary purpose of this position is to plan and administer a comprehensive and diverse year-round total installation sports, fitness and aquatics program consisting of self-directed and unit-level type programs and activities.

Duties

A. Plans and Administers Installation Sports, Fitness, and Aquatics Program Plans and administers the total installation sports and fitness program consisting of self-directed and unit level sports/athletic programs, intramural sports programs, above-intramural sports programs, aquatic programs, and comprehensive self-directed and unit level fitness programs.

Provides specific guidance regarding the maintenance of current and development of new programs to fitness/gym, aquatics and intramural sports activity/facility managers. Continuously reviews the overall sports, fitness and aquatics program and its subprograms for accomplishments; recommends and establishes new operational activities/subprograms in conjunction with section managers. Continuously reviews ongoing program and provide activity managers with guidance to plan and implement changes.

Solicits input from activity managers regarding internal short/long range goals, objectives and program standards. Monitors various programs to ensure standards are met or exceeded. Routinely evaluates and reviews ongoing programs and provides activity managers with guidance that may develop, adapt, modify, expand, or otherwise change the program activity to better meet and enhance the expected effectiveness of the programmed activity. Uses metric and financial data to make recommendations and modifications to programs.

Ensures that all facilities and playing fields associated with the program meets established fire, safety, security and sanitation guidelines. Takes timely action to correct deficiencies through coordination with local agencies. Assists in planning and designing of construction projects that include facility and playing field renovations and new construction projects.

Incumbent frequently reviews long and short-term program goals and when necessary, makes revisions to meet the ever-changing needs and diverse interest of the community. Performs regular analysis of projected projects and programs, considering operating budget, staffing requirements, plans, trends, command mission and changing population. Responsible for program incorporating fads and trends and financial feasibility to ensure efficiency and effectiveness.

Ensures that the sports, fitness and aquatics program is in compliance with regional program policies, regulations, and procedures, DOD instructions, SUPERS, other regulations, standard operating procedures and letters of instruction; uses judgment in adapting guidelines for specific situations, methods and processes that may deviate from guidelines.

B. Provides Supervision Provides administrative and technical supervision to a workforce consisting of both appropriated and non-appropriated fund employees: up to five NF4 or GS 9/11 Supervisory Recreation Specialists and 1 to 3 NF3/GS 5/7, Leads, Sports Technician, and Equipment Maintenance personnel. Indirectly supervises up to 80 full-time, part-time and flex scheduled APF & NAF support and recreation employees. Sets priorities and establishes schedules for work completion. Distributes and balances work based upon priority, skill requirements and level of difficulty. Discusses activities in process, answering questions from team members concerning procedures, directives, policy, etc. Evaluates performance of subordinates and provides specific recommendations related to training needs. Responsible for training, supervising, scheduling & evaluating all employees within the branch. Interviews and recommends for selection all new hires within the branch, initiates appropriate disciplinary action; hears and resolves complaints from employees. Assures equality in determining selection, assignment, training and promotion, discipline and incentive awards to employees. Controls attendance and leave insuring adequate work force is available at all times to accomplish the mission. Routinely approves sick and annual leave.

Incumbent actively supports and promotes all aspects of the Equal Employment Opportunity Program. Ensures all laws and regulations concerning Merit System Principles and Prohibited Personnel Practices are adhered to.

C. Coordinates Budget Requirements Coordinates budget requirements with activity/facility managers and provides general guidance for preparation of the annual operating budget. Based on activity input formulates budget plans for both appropriated and non-appropriated funds. Justifies budget requirements for personnel, equipment, supplies, travel, training, and service contracts. Reviews monthly financial reports, compares to budget, provides execution explanations for higher level review. Develops plans for under executed funds, end of the year funds and future requirements.

Maintains funds and property accountability for all APF and NAF fund equipment, supplies, resale funds, and inventories. Incumbent is responsible for ensuring inventories are conducted in accordance with applicable regulatory guidelines.

Requirements Incumbent must be able to obtain and maintain a secret Security clearance. Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment. Incumbent must possess and maintain a valid state driver's license for operating government vehicles. Incumbent must have current CPR and First Aid certifications. Preferred CFL and NOFFS Certification. Must be obtained within first six (6) months of employment.
