The
Financial Analyst II
in Grants is responsible for independently managing the full lifecycle of assigned grant programs, from pre-award through closeout, ensuring compliance with funding agency requirements. This role interprets complex award agreements and communicates key terms, deadlines, and conditions to internal departments, elected officials, and leadership. The analyst delivers high-quality work within established timelines in a fast-paced environment, researches and applies current Federal and State regulations, reimbursement guidelines, and reporting requirements, and maintains audit-ready records to support timely reimbursement. The role collaborates with program staff and elected officials to align grant activities with award objectives, provides financial guidance, resolves grant-related issues, and recommends process improvements to enhance internal controls and efficiency. It also involves preparing and submitting billing packages and financial documentation, including reports, reconciliations, and schedules. Essential Duties include: Prepares, reviews, and submits a wide range of financial documents to internal departments, elected officials, and external agencies, ensuring accuracy and compliance Interprets, updates, and maintains financial records, databases, and logs to support grant tracking, reporting, and audit readiness Monitors and ensures compliance with financial, legal, and reporting requirements across grant-funded programs, identifying discrepancies and recommending corrective actions Researches and interprets reporting and reimbursement requirements for assigned grant programs by locating current guidance from awarding agencies Collaborates with program staff and stakeholders to gather essential data and ensure alignment with award objectives Manages the full life cycle of assigned grant programs—from pre-award through closeout Takes ownership of award agreements by interpreting key terms and communicating them to internal departments, elected officials, and management Creates and submits complete and accurate billing packages to awarding agencies Provides financial advisory support by resolving grant-related issues, reviewing internal controls, and recommending process improvements Contributes to developing financial procedures related to grant management, processing, data collection, reporting, archiving, and compliance Stays current on evolving Federal and State regulatory requirements to ensure ongoing compliance Public Speaking Duties Engages regularly with internal departments, elected officials, awarding agencies, and leadership to communicate grant-related updates and program status Leads meetings to facilitate collaboration and align expectations Delivers training sessions to ensure understanding of grant processes, compliance standards, and reporting procedures Other Job Requirements/Information This job is eligible for a hybrid telework schedule after an initial probationary period and individual approval. Minimum Qualifications Bachelor's Degree in Accounting, Finance, Public Administration, Business Administration, or a closely related field Four years of professional level accounting experience An equivalent combination of education and experience sufficient to perform the essential duties Preferred Qualifications Four years of progressive professional level accounting, finance, or budgeting experience including analysis and reconciliation Certification as a Financial Officer I or II For position-specific duties, knowledge and skills, and physical requirements, please click here.
