Summary This National Guard Title 32 Excepted position is for a Budget Analyst, Position Description Number PDD2232000, and is part of the SC DCSOPS, South Carolina Army National Guard.

Duties Work in financial management budget administration, budget formulation, and budget execution. Provide management oversight and guidance to the budget formulation and execution process. Perform work that follows established methods and procedures; use practical knowledge of the operations, procedures, and policies of specific program areas or functional assignment. Budget analysts, assigned to line program offices, often advise managers on the preparation, documentation, and submission requirements for budget requests; the relative cost analysis and benefits of alternative program plans; the allotments and sub-allotments of funds for distribution to program managers; the propriety of obligations and expenditures check results; and, provide guidance concerning the legal and regulatory aspects covering the use of funds. Performs work that requires a range of competencies in regard to budget operation, procedures, and program guidelines, concepts, guiding principles, techniques, and practices.

This position is located in the Army National Guard (ARNG), Joint Force Headquarters (JFHQ), G‑3 office of the Director. The purpose of this position is to perform analytical, technical, and administrative duties of budget formulation and justification, presentation, and execution. The incumbent is responsible for the assigned Management Decision Packages (MDEP).

Conditions of Employment

NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is a Title 32 Technician Vacancy that requires membership in a compatible military assignment in the employing state’s National Guard.

Selectee will be required to wear the military uniform.

Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.

Males born after 31 December 1959 must be registered for Selective Service.

Participation in direct deposit is mandatory.

For positions requiring the operation of motor vehicles, candidates must have a valid state driver’s license for the state in which they live or are principally employed.

Qualifications Area of Consideration:

This position is open to Area 1 Only.

Area 1:

Current employees of the South Carolina Army National Guard (Tenure 1 and 2)

Area 2:

Current members of the South Carolina Army National Guard

Area 3:

Any individual eligible for membership in the South Carolina Army National Guard

*Temporary and Indefinite employees do not meet permanent tenure requirements and are not eligible for Area 1.

Security clearance: Secret or Top Secret required; applicant must obtain or possess clearance within one year of appointment.

General Experience Requirements: All series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in the grade immediately below the next higher level.

Specialized Experience Requirements: Experience that prepares the applicant to perform the prescribed duties of the position. Applicant must demonstrate the following competencies:

The priority placement program’s criteria is processed and cleared prior to advertising initial hire positions.

Must have cleared drug test prior to appointment.

Must possess a valid state driver’s license to operate government motor vehicles.

Must obtain proper clearance type and level within one year of appointment.

Must complete all Financial Management Program education and training.

Must meet DoD directed civilian financial management certifications for the Budget Analysis position within two years of initial hire date or promotion appointment date.

Must complete required CETs every two years to sustain certification level.

Must complete all required Financial Management Certification continuing education and training hours.

Supervisor must monitor and track certification progress and work with JFHQ-State HR Officer to take progressive discipline as needed.

Failure to attain required certifications may result in adverse action.

All certifications documented in the automated Learning Management Systems.

Must maintain current Network License according to Army or Air Force directives.

May occasionally be required to work outside normal duty hours; overtime may be required.

Education Army National Guard and Air National Guard Officers (GS‑11 and GS‑12) require an undergraduate degree from an accredited college/university; a graduate degree is optimum.

Army National Guard Warrant Officers (GS‑09 and GS‑12) require a high school diploma or GED; undergraduate degree is optimum.

Army National Guard Enlisted (GS‑09 through GS‑12) require a high school diploma or GED; undergraduate degree is optimum.

Substitution of Education for Specialized Experience: To qualify for GS‑0560 dual status technician positions on the basis of completed undergraduate or graduate education, the degree must be in accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management.
