We are searching for a Fiscal Analyst 2 (FA2) who is a detail-oriented individual skilled in independently prioritizing their tasks and outstanding customer service skills, to join our team in the Comptroller Unit, within the Financial & Business Operations Division.
This position reports directly to the Fiduciary Supervisor as the Social Service Payment Fiscal Analyst for Region 3 of the Department of Children, Youth, & Families (DCYF) field office. The FA2 assumes fiduciary responsibility in cooperation with supervisors, managers, and administrators independently prioritizing work to ensure client service payments of approximately $50 million annually and recoveries associated with those payments are made timely.

The Opportunity: As a Fiscal Analyst (FA2), you will provide guidance to Social Service Specialists, Supervisors and Area Administrators concerning standards and procedures to ensure the accountability needs of the Department are met. You will perform a wide range of general and specialized fiscal activities including accounting, contracted services, grants or other financial requirements for Regional payments. This position requires knowledge of Office of Financial Management (OFM) policies and regulations, DCYF General Authorities, DCYF Administrative policies, DCYF travel manual, DCYF procurement guidelines, DCYF contract policies and procedures, DCYF Operations and DCYF Practices and Procedures, DCYF Contracts, DEYF regional and local policies and DCYF FamLink Payment System.
Some of what you will do:
Interpret payment documents for compliance with contractual terms.
Assist in the development of standards and procedures to ensure accountability needs of the Department are met.
Problem solve with DCYF staff and external partners to resolve payment and service delivery issues in accordance with DCYF policy.
Communicate telephonically, via e-mail, and written communication to providers, staff and community partners to educate and clarify payment issues.
Analyze data and determine training needs of regional staff, providers, and community partners.
Provide on-going consultation and meeting staff training needs.
Provide Regional Management Team and Program Managers with requested data and reports.
Review case records, FamLink and policies to ensure compliance to contracts, reports, etc. Notify contract manager of potential and actual contract compliance issues.
Resolve discrepancies and take corrective action as needed.
Respond to questions via the phone or in written letters to providers and staff.
Provide management and DCYF Management Services Director with reports regarding training needs and the completion of staff training.
Ensure approval signatures and process for Administrative Approval Requests (AAR) requirements are met for requested services.
Required Qualifications:
Equivalent education/experience totaling four (4) years
OR
Bachelor's degree
AND
Commitment to equity, inclusion, and respectful workplace principles.
Note: The incumbent must successfully complete formal training courses as required by law, policy, and regional requirements within one (1) year of their appointment.
In addition to those required qualifications, our ideal applicant will also have some or all of the following:
Bachelor’s degree, which includes at least 18 quarter or 12 semester hours in accounting, auditing, or budgeting and one (1) to two (2) years of relevant professional experience. Professional experience may substitute for education but not usually for the credit hours.
Master’s degree in a financial related field, certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager or Management Accountant can be substituted for professional experience.
