NC25 Description Of Work
This is an anticipated vacancy. This is an Exempt Managerial position. The Excise Tax division at the Department of Revenue (DOR) formulates State tax policy by providing technical direction and assistance to the NC General Assembly, DOR staff, Attorneys, Certified Public Accountants, taxpayers and taxpaying entities in the administration of NC tax laws with respect to Motor Fuels and Motor Carrier tax laws and other excise tax schedules administered by the Department. The Excise Tax Director assures consistency in the interpretation and application of North Carolina's tax laws, rules and regulations, and DOR policies and procedures to resolve highly complex and controversial tax issues. This position assists in formulating tax policy for NC and participates in the legislative process that develops new tax laws. The position may provide oral testimony before Committees of both the House and Senate of the General Assembly and may represent the DOR in administrative tax hearings or at Superior Court proceedings at the request of the Attorney General's office. Duties include legislative support, reviewing and resolving taxpayer protests, administering technical issues, short & long-term planning, supervising a team of high-level tax administrators, approving forms and instructions, and participating in various special projects. Thorough knowledge of Motor Fuels and Motor Carrier tax laws and procedures as well as other excise tax laws. Thorough knowledge of legal procedures such as preparing tax briefs and participating in hearings. Considerable knowledge of federal Motor Fuels tax laws and industry practices of the motor carrier and petroleum industries. A working knowledge of the federal laws associated with all state excise taxes. Considerable knowledge of accounting principles as they apply to tax reports and financial statements. $83,746.00 - $158,252.00 Effective Qualification Note
Effective July 1, 2025, candidates now meet the minimum qualifications of a position if they have the minimum education and experience listed from the class specification.
